Gap Filler Radar Stations

As a result of the termination of Gap Filler construction due to the austerity programme, there is a requirement for interim care and custody of the partially completed sites. These are listed in Appendix "A", Gap Filler Construction Status, which shows percentage complete of the 25 sites which have been started. Construction has not been started on the other 20 sites. All of the 25 partially completed sites will have to be taken over from contractors by the end of Oct 62.

The Gap Fillers which are 50% complete or better will be winterized and all openings sealed from the inside and out. The sites which are 10% complete will not be constructed past the foundation stage. No maintenance will be required on the 10% sites, and it is expected that the only maintenance required on the others will be that due to damage which may be caused by trespassers. Therefore, it is proposed that two maintenance inspections of the 50% or better sites be carried out per year, one in the fall preferably after the hunting season, and one in the spring.

DCL 51'a (Interim Take-over Forms) will be passed from this HQ to ADC upon take-over of individual sites. ADC will then be responsible for care and custody of the individual sites and should arrange the necessary maintenance inspections. The Prime Radar Stations which could best maintain these sites are listed opposite the Gap Fillers in App "A". Although ADC might prefer to carry out the inspection visits from its own HQ, any maintenance work which might arise from these inspections would have to be carried out be the responsible stations.

Since security and possibly other aspects in addition to maintenance are involved, it is presumed that responsibility for the interim care and custody of the subject Gap Fillers will be assigned by Organization Order. The foregoing information is submitted for inclusion in whatever direciton is issued on the matter on assumption that you will coordinate the requirement.
