Your referenced memorandum has been reviewed and further details have been discussed by our respective staffs.

It is understood that the survey area involved is from Winnipeg to Claresholm. Helicopters from Trenton and Greenwood could not be economically employed in that area.

I am prepared to sign the proposed operation order provided the following conditions are met:

1. Helicopter airlift is not utilized if the survey can be carried out by other means of transportation.

2. Helicopters are used on essential tasks only.

3. The operational order is amended as follows:
   • Under task organization delete ATC
   • Under para 1(b) delete ATC
   • Para 3 (b) delete ATC
   • Under Para 3(c) delete Greenwood and 4 HOTU.

Should you concur, it is requested that the proposed operation order be stenciled and forwarded to the undersigned for signature.
