Requirement for Farm Type Gate on Access Road
Gap Filler Radar Stations General

Our letter S10-136-80/5 (DM) of 20 aug 62 to DCL regarding termination of construction, requested that the stations listed in Appendix "A" (95% complete) be provided with a 14 ft farm type gate at the beginning of the access road where it did not already exist as part of the original contract. This requirement applied to Algonquin Park, Belleterre, Elliot Lake, Formosa, Lac Ste Marie, Nicolet, Scotch Settlement, St Joseph, Timmins and Tobermory.

It can be seen from the attached Appendix that the a/n requirement was not carried out at the following sites: Elliot Lake, Lac Ste Marie, and Timmins. In addition to these sites, it is considered that gates and No Trespassing Signs should be erected at the beginning of the access roads which are accessible to the general public even though the buildings, tower and/or security fencing are not erected. This situation exists at Bridgetown, La Tuque, Nipigon, and Westport. A special situation exists at Oba where our records do not indicate whether gates were erected at the railway crossing.

These farm type gates and No Trespassing Signs are considered necessary to protect the Department against claims arising from damage or injury caused to the general public and resulting partially from the fact that our access roads are not being maintained in a passable condition. It is conceivable that public vehicles could become bogged down part way up any of these roads and incapable of being turned around.

In the case of Nipigon, our agreement with Mr Rajala stipulated that gates would be erected at both limits of his property which has not been done.

Where the gates will be erected on private property, it will be necessary to obtain the owner's permission which it is believed will be readily granted.
