Review and Completion of Plans and Specifications
Gap Filler Radar Stations - Various

Requests for Services have been received from DCED for the preparation of final plans and specifications for the revised list of twenty-three (23) gap filler radar stations.

Reviewing the current status of these twenty-three (23) projects, they fall into the following categories:

  1. Six (6) sites are 95% complete and could, if agreed to, be completed by CEU, except for the installation of the diesel alternaotr sets. No work is required on plans or specifications. (Algonquin Park, Belleterre, Elliot Lake, Formosa, Timmins and Tobermory).

  2. Five (5) sites are 50 to 75% complete and will require revised supplementary specifications for the outstanding work, which is mainly interior work, fuel oil storage and fencing. Roadwork is completed on all five sites except La Tuque, where we still have the problem of the Straw Hat Road. (Atikokan, Biscotasing, Chapleau, La Tuque, and Westport).

  3. One (1) site (Sparta) is 10% complete, ie foundations for the buildings and subgrade for the road. This site will require completely revised supplementary specifications.

  4. Six (6) sites were previously out to tender but not awarded. These sites will require a review of the orginal road designs and revisions to the road plans and specifications as necessary. There is a problem at Mattawa where the owner will not grant an easement across her lands and a new access road route will have to be selected. It is all private land around this site. There is also a problem at Stoney Creek, where it has not yet been agreed to pay the owner the price he is asking. (Gowganda, Hastings, L' Ascension, Mattawa, Nobel and Stoney Creek).

  5. Five (5) sites were previously under design. These sites will require the completion of the revisions to the road plans an specifications originally contemplated and finalizing all plans and specifications in accordance with the new format. (Beaver Tower, Graham, Nishkotea Lake, St Hedwidge and Taschereau).

With reference to paras 2 (d) and (e) above, it is requested that consideration be given to utilizing the existing design of bridges in order to preven the construction by the contractor of a dangerous crossing. This will apply to the following sites: Gowganda and St Hedwidge.

Pending the issue of Sub-Project Files, may we please be advised of an acceptable target date for the thirteen (13) sites, which will require some work on road design. At the present time there is no priority for individual sites.
