Special Report on Public Roads leading to
Gap Filler Radar Stations.

Various reports have been made recently that the general contractors have not been working on some of the Gap Filler Radar Stations due to impassable public roads. This may be true partly due to half load restrictions or because the contractors don't want to work during the spring break-sup

As operational requirements for these installations demand all weather access to the sites for at least light vehicles, it is requested that a special report be prepared on (a) the condition of public roads leading to the Gap Filler Radar Stations (ie the nearest paved highway which is presumably always open), and, (b) the minimum improvements necessary to these roads to meet these requirements. It is considered that ditching, culverts and gravel in low areas may be sufficient to overcome the problem. Car mileages may be used to define locations.

Information should be obtained from DCL and the general contractor and other local people as to road conditions during the past two months. The local municipalities will be asked first to improve the roads where necessary before considering extending the general contractors' contracts.

A list of access road mileages including new construction, private roads and public roads, is attached for your information. It is the public road (and private road, where applicable) with or without improvements, that should be investigated for the following sites:
