Re: Acquisition of Property
Gap Filler Programme

Would you please refer to the previous correspondence exchanged between our offices, and in particular to recent discussions between property officials of our departments, concerning the Gap Filler programme.

A decision has now been made to defer the programme; for the present we will proceed with property acquisition only at those stations where construction is under way. I am attaching a list setting out the original 45 Gap Filler sites under two headings, "A" and "B". In the case of the 25 making up Group "A" we wish your agents to complete negotiations for the acquisition of the land on which the installation as well as their access roads are situated. At those locations involving existing private roads, our revised requirements dictate that we obtain an agreement permitting us to use the roads for a period of five years.

The 20 sites listed in Group "B" comprise those for which construction contracts have not been let and at which property is not to be acquired. As you are aware, some initial property negotiations have been undertaken with the owners involved and I would be pleased if you would have your land agents attempt to extend the effective period of any options already obtained for one year, to 1 September 1963, when the deferment order may be lifted. At these sites where we have only permission to enter for construction your Regional Managers should be told not to obtain options but to refer any claims for damage, with their recommendations, to this department for consideration.

The department is not proceeding with hydro contracts for any of the 45 sites. At those sites where there are forestry towers the provinces and companies concerned are to be advised of the deferment of our programme and informed that their towers will not have to be dismantled until further notice.

This letter is intended as notice of our general policy in respect of the deferred Gap Filler programme. I will ensure that all outstanding letters from your department concerning the various sites are answered as quickly as possible and look forward to your continued assistance and co-operation in completing the property phase of the revised project.
