Subsequent to your Treasury Board submission for 38 gap fillers in Dec 1959, there was a joint USAF/RCAF agreement on a major change in the northern boundaries of radar coverage and a new interpretation of "500 ' above flyable terrain". This is explained in detail in the attached App "A" - "Concept of Operations" and "Gap Filler Criteria" which was received from USAF/ADCHQ and concurred in by NORAD.

This required a complete re-evaluation of the 45 CADIN gap fillers which subsequently resulted in the relocation of 22 gap fillers.

In support of your submission for funds for the field survey task in Jul 60, ATSC memorandum S949-105 TD0165P dated 13 Jun 60 was sent to A/CCE thru DADSI. Attached herewith as App "B" is a copy of this memorandum for easy reference. You will note this memorandum contains a review of events leading up to the field surveys which resulted from the aforementioned changes in criteria.

You have received under separate cover, copies of the Minutes of a Joint USAF/RCAF Site Evaluation meeting held on 28-29 Nov 60, which examined the entire 45 gap filler deployment and approved the locations of 43 gap filler sites, leaving 2 to be relocated early in 1961.

The 43 approved sites are broken down as follows:
