Dear Sirs:

In reply to your letter of 13 January 1961 and the two sets of plans Drawings T685-31A, 41B, 32A, 32B, and 32C, we wish to advise you of the following decisions:

The buildings and tower layout will be as shown in red on Drawing No T685-31A. The orientation is not critical, but will be standardized if the site conditions permit with the long dimension of the two steelox buildings (28' x 48' and 28' x 36') being due west. Due to the lack of space in this case, it will be necessary to have the orientation S26ºE and the covered entrance should have doors on both sides. The separation between the Radar Building and the tower will be 10 feet and the Joint Radar and Forestry Tower in this case will be approximately 20 feet square. The elevation of the finished floor of the Radar Building will be the same as the top of the piers of the tower. The elevation of the finished floor of the Power and Accommodation Building is not fixed, but if it varies from that of the Radar Building, stairs will have to be provided in the abutting covered entrances to the two buildings. The access road is laid out on a 75 foot radius to clear the buildings and tower with a minimum of 25 feet, and has been shown as a loop to provide access to the buildings and tower and as a means of turning around. It can be amended to suit site conditions. The loop of the access road will be constructed to 20 feet wide plus two three foot shoulders, whereas the access road proper will be constructed or improved to10 feet wide plus two three foot shoulders. The area between the buildings and tower and the loop of the access road will be rough graded to enable the movement of equipment from the trucks to the buildings and tower. The existing forestry tower, existing geodetic triangulation station and permanent survey monument are not to be disturbed during construction.

The right-of-way of the access road will be cleared to meet our minimum requirements of 50 feet from centre line of road on power line side and 16 feet on other side. It is to be especially noted that from a maintenance point-of-view, it is preferable to have the power and telephone line follow the access road all the way and any exceptions recommended are to be justified in detail. The results of your dicussions with the Ontario Hydro Electric Commission are to be reported as soon as possible. This site will be maintained directly from Ramore with a standard vehicle and local snowploughing and consequently it is requested that the proposed grades on the access road from PI 20 to the site be reviewed for a possible reduction. Your plans Drawings Nos.T685-32A, 32B and 32C are otherwise acceptable, subject to general instructions shown on our Drawing No SK-2172.

Your Drawing No T685-31B will be acceptable with the further addition of the tower and buildings. It is to be noted, however, that this drawing was not prepared in accordance with our original instructions and Drawing No SK-1779/2, with the latitude and longitude lines parallel with the edges of the drawing. This General Site Plan(s) was not intended to be used as a construction drawing and did not require the curve details shown, but merely a two line road layout and general site details. It will be used primarily for land acquisition and easements, negotiations with power and telephone companies and other general purposes.

The following drawings are enclosed for your use in preparing the final drawings:

  1. Two prints of Drawing No SK-2172 showing general instuctions "A", "B" and "C".

  2. Two copies of mimeographed sketch dated 10 January 1961 showing ideal layout of site.

  3. One print of Drawing No T685-31A showing proposed site layout in red.

Foundation changes for the tower and buildings should be completed by 31 January and prints will be forwarded immediately thereafter.
