Gap Filler Radar Station, Timmins Ontario

Please refer to the previous correspondence exchanged between our departments concerning property to be acquired in connection with Gap Filler Stations in Eastern Canada.

The land requirements for the installation to be constructed at Timmins, Ontario, during this year have now been determined and I am attaching five copies each of Plans T53-1-1000-1 Rev ) and T53-1-1001-1 Rev 1, together with two copies of a list of site details, which illustrate and describe the land in question. In addition to the 260' parcel making up the site itself we require an easement over a circular area having a 350' radius within which it is intended to clear to ground level for fire protection. In this regard it is pointed out that we wish your agents to determine from the Province of Ontario what is to be done with the timber cut during such clearing operations at the site and along the access road. Our contractors will stockpile it on the site, or dispose of it, whichever method is acceptable to the Province. As this consideration may affect our construction contract will you please attempt to ascertain the answer to this question as quickly as possible.

Details of the location of the access road are not yet firm but its probable route has been drawn in on the location plan. This department will require a 66' easement extending over 6,000' with which we require the right to construct, maintain, and repair an access road as well as to install, maintain, repair and remove the power and telephone pole line. It will also be necessary to obtain permission for our use of the 1,600' of existing road within which will also be located our utility pole line. Firm details in respect of this road will be passed to your office as soon as they are available.

The question of the forestry tower located within the proposed site boundaries should be discussed with the responsible provincial officials. As pointed out in earlier meetings with your Real Estate officials, this department considers that the Ontario tower should be removed on completion of DND construction as our tower includes a lookout post for the forest rangers; in the event that our site is abandoned in future years its is suggested that the provincial officials agree to use the DND tower or re-erect the one presently located there. While forestry personnel will be allowed access to our site and tower we cannot off the use of any other buildings as accommodation is limited.

I would be pleased if you would instruct your agents to commence negotiations with the Province of Ontario to obtain control of the parcels of land required for this site as well as permission for our contractors to go on the land pending completion of settlements.
