The Ontario Department of Lands and Forests has been advised by the RCAF that all their Personnel at Timmins, Ont will have to be security cleared before permission could be extended them to carry on provincial operations from the Department of National Defence's towers.

The Department of Lands and Forests point out that during fire protection season as many as six employees, some casual, would be using the towers. It is felt that considerable delay could be caused if each employee has to be screened.

In our negotiations with the Province we were given to understand that a key to each site would be made available to the District Forester who would be responsible for Provincial Personnel when the towers are used.

Provincial Authorities are somewhat disturbed over this request and state quite frankly that they would find it very difficult to comply with such an arrangement.

In view of the excellent co-operation extended by the Province in allowing the replacement of forestry towers by towers designed for defence purposes and not at all suitable for lookout requirements, you might wish to review the matter of security screening by you Department.
