Dear Sir:

Re: Gap Filler Radar Station
Timmins, Ontario

The electrical grounding system for this site has been tested with various positions of the test electrodes showing a resistence between 16 and 24 ohms. The specified resistence is to be less than 10 ohms. Even with pouring a saline solution around each test electrode, no improvement was noticeable.

To improve the grounding system at this time, it would be necessary to conduct an extensive survey in that the combination of loose gravel and muskeg in this area is not a good electrical conductor. If the resistence of 16 to 24 ohms cannot be accepted, it is recommended that the contract be terminated now with a specific statement appended to the as builts showing the ground resistence for resolution if and when the Radar Installation is resumed.

Yours very truly,
