Re: Revisions to Specifications - Painting &Finishing
Gap Filler Radar Stations - Formosa & Tobermory

Dear Sirs:

In reply to Mr ND Warlow's memorandum of 26 March 1962 and Standard Painting & Decorating Ltd's letter of 23 March 1962, regarding Revisions to Specifications for Standard Radar Building (Gap Filler), AFHQ SD No 5878, Section 2(r), Painting & Finishing and Revisions to Specifications for Standard Power & Accommodation Building, AFHQ SD No 5880, Section 2(r), Painting & Finishing, dated 7 March 1962, we are enclosing a photostat of the original paragraphs dated 16 February 1961 and the revised paragraphs dated 12 December 1961 and the revisions dated 7 March 1962 with the following additional comments:

  1. Painting Contractor should be shown a copy of the revised Para 6 of both specifications - Finish, which is further revised by the revisions dated 7 March 1962. The purpose is to provide for either Gloss, Semi-gloss or flat paint of the same colour.

  2. Para 10(a) of both specifications - Exterior Painting, first three lines, Formosa only, were revised by Supplementary Specification Section 2, Para 4(h)(iii) to read TS-8 and 150 sq ft. Revisions dated 7 March1962 merely corrected 125 sq ft in line 6 to coincide with 150 sq ft in line 3. The steelox type panels are to be given a coating conforming to RCAF TS-8.

  3. Para 10(d) of SD 5878 refers only to structural steel NOTArmco steelox panels and the paint was changed to flat in order to conform with the flat finish being used on steelox panels in both buildings and in the corridor.

  4. Para 10(f) of SD 5878 and para 10(c) of SD 5880 refers to the temporary plywood covers on openings on the two buildings and the exterior wood of the corridor. As the amount of work involved in both of these cases is small, it is not considered necessary for the painting contractor to provide a linseed oil type of paint and the type used on the steelox panels will be acceptable.

  5. The latest revision of any COSB Specification shall be used in all cases and thus 10P38 was specified instead of 10P38A.

  6. Painting contractor's statement is not correct. Para 12 was revised in order to make it conform with Para 10.

In order to summarize the exterior painting requirements, it might be stated as follows:

"All exterior surfaces shall be painted with TS-8 except for structural steel such as heat exchangers supports and Type III foundation when specified"

In reply to Painting Contractor's request for the names of manufacturers who might produce a product conforming to RCAF TS-8, we suggest the following companies.

  1. Ray G Fitness Co Ltd, Toronto

  2. McNaughton Brooks Co, Toronto

  3. Vapour Proof Products Ltd, Toronto

  4. Crown Diamond Paint Co, Montreal
Yours truly,
