Gap Filler Construction - CADIN Program

Recent developments in relation to the CADIN Gap Filler Program have established a firm basis for further programming and implementing actions.

At a joint RCAF/USAF conference at HQ USAF on 20-21 Oct 60, a specific gap filler equipment configuration was proposed, a gap filler equipment production/modification schedule was developed, the general geographic location for 45 CADIN Program Gap Filler sites was selected and a tentative implementation schedule was evolved. RCAF concurrence with this program was given during the conference. USAF approval of the program was given on 31 Oct 60. The agreed CADIN Gap Filler Program is reflected in the current "CADIN Program Status, 27 Oct 60". The following comments are offered concerning the agreed program.

  1. Equipment Configuration - The program calls for a modifid AN/FPS-18. Specifications for the modified equipment are to be ready by 10 Nov 60.

  2. Production/Modification Schedule - A production/modification contract is to be awarded by 1 Feb 61. Top priority is being given to equipping CADIN Gap Filler sites.

  3. Geographic Location - The location of the sites was based upon studies conducted by the RCAF in accordance with NORAD-USAF-RCAF approved gap filler coverage criteria. The USAF and RCAF have approved 21 sites and the RCAF has completed site surveys for the remaining 24 sites. A joint USAF/RCAF conference is scheduled for 28 Nov 60 for the purpose of obtaining approval of these remaining 24 sites.

  4. Implementation Schedule - The implementation schedule evolved at the 20-21 Oct conference was based, to a large degree, on the construction schedule submitted by the CCE representative. It is the CAS's desire, however, that the entire schedule be accelerated if at all possible. To this end, you should examine all practical means of improving the construction schedule, and recommend to DADSI earlier BODs where these could be accomplished without a significant increase in costs.

With the granting of Treasury Board authority for the construction of 38 CADIN Gap Filler sites on 29 Sep 60 the problem of construction program approval is alleviated. It is recognized that only 23 of the approved 38 sites remain unchanged in the revised CADIN Gap Filler Program and that amendment action is required. It is my desire that new locations and re-locations be related to previously approved locations where feasible to avoid possible misunderstandings as to the firmness of the overall program. Thus, TB authority will be required only for the construction of a further 7 sites, and to amend the previous submission with respect to certain sites where the location or estimated cost has changed significantly.

It is agreed that a request for authority to engage consultants for re-located sites may not be received favorably by Treasury Board and, for this reason, must be accompanied by strong supporting data. Your submissions should be coordinated closely with COps, CTel and COR to ensure that all aspects of the program are adequately covered. Such coordination should extend to all Treasury Board Submission relating to the CADIN Gap Filler Program.
