Gap Filler Radar Stations - Various
Preliminary Construction Engineering Report

Further to our S10-136-80/5 (JDPG) of 26 Nov 59; S10-136-80/5 Vol 2 (JDPG) of 15 Jun 60; S10-136-80/5 Vol 2 (DCEP) of 30 Jun 61, it is requested that TB approval be obtained for the construction of sixteen (16) relocated Gap Filler Radar Stations.

The general description of the projects in the last TB submission for the construction of seven (70\) additional Gap Filler Radar Stations will apply to this submission.

The orginal Gap Filler programme consisted of 45 sites selected by Operation Pillow. Of these 45 sites, 35 were approved operationally by RCAF and USAF and 10 were resited. During the summer of 1959, five (5) new sites were selected, of which three (3) were approved operationally. As the result of changes in radar coverage and siting criteria, a complete review of all sites was made during the winter of 1960 with the results that 23 sites were to be resited. During the summer of 1960, 23 new sites were selected, of which 21 were approved operationally. During the spring of 1961, 2 new sites were selected and approved operationally.

The preliminary cost estimate for the sixteen (16) relocated stations is as shown on the attached Appendix "A" with the estimates for the final twenty-nine (29) approved sites and the original forty-five (45) sites before any resiting was done. These estimates include the following items:

Site Development
Foundations for Buildings and Tower
Radar and Power & Accommodation Buildings
Access Road
Water Supply
Sewage Disposal
Security Fencing
Fuel Oil Storage
Power Supply and Control Lines

In order not to affect the Beneficial Occupancy Dates for the complete CADIN Gap Filler Programme, it will be necessary for these sixteen (16) projects to be issued to DCL before 31 Dec 1961. This will necessitate approval by the Treasury Board before 15 Oct 61 in order to provide time for final design work by the consultants.
