Re: Deferrment of Gap Filler Program
During our meeting yesterday I handed you status reports covering fourteen of the Gap Filler sites. In order that you have complete information in respect to the deletion of work at some of the sites, I am attaching the status reports covering the remainder of the sites under contract. I am also attaching copies of my instructions to our Branch Managers covering the termination of the contracts.
We will require from the RCAF instructions as to the disposal of certain materials and equipment that has been delivered to the various sites eg diesel generator sets, control panels, Steelox building components, fuel storage tanks, etc. Where these instructions are required will, in general, be evident from the status reports and my letters to the Branches.
Arrangements should be made for very prompt action in regard to the shipping of construction materials and equipment to RCAF storage. It is expected that deliveries of some items cannot be stopped and rather than have these unloaded at the job site then later reloaded and shipped to storage it would be more economical to forward the shipments to RCAF storage prior to filling in all the details of size, wieght, etc. Such arrangements could be handled by telephone with the particulars to follow as soon as possible.
Arrangements will be required between the RCAF and DCL for the takeover of these projects as the work to the point of termination of the contract is completed. This should create no real problem provided the RCAF Field Inspection Team is alerted to the fact that these jobs will be taken over at varying stages of completion.
There is no doubt that problems will arise that will require prompt action and full cooperation between the RCAF and DCL. Please be assured that we will do everything possible to carry out the termination of these contracts as smoothly and as economically as possible.
