Operations
Period from 1 Dec 59 to 31 May 60

NARRATIVE REPORT

Dec 59

Exercise Polar Bear/Tall Timber was played for the first time. It is designed for the exchange of training flights between 1 Air Division and Royal Norwegian Air Force and is played every two weeks. The duration is four days and normal flying training or participation in Air Defence exercises is carried out during this period. A section of 4 F86 aircraft from 422 (F) Squadron initiated the exercise by visiting RNAF Station Rygge.

Feb 60

439 (F) Squadron was deployed to Rocroi Belgium for one week in accordance with our policy for regular exercise of assigned deployment fields.

Mar 60

Eight CF-100 aircraft from 423 (AW) Squadron participated in an exchange with the Belgian Air Force at Beauvechain from 28 Mar to 6 Apr. BAF CF-100 aircraft visited 2 (F) Wing in turn.

Six F-86 aircraft from 427 (F) Squadron participated in an exchange with the USAFE at Bitburg Germany from 9 Mar to 19 Mar. USAFE F100 aircraft visited 3 (F) Wing in turn.

Apr 60

Six CF-100 aircraft from 419 (AW) Squadron participated in an exchange with the Royal Air Force at Geilenkerchen Germany from 19 Apr to 28 Apr. RAF Javelin aircraft visited 4 (F) Wing in turn.

May 60

Exercise Southern Belle was played for the first time. It is designed for the exchange of training flights between 1 Air Division and the Italian Air Force and is played once per month. Four F86 aircraft from 434 (F) Squadron visited Villa France Italy from 10m May to 13 May.

Exercise Yeoman, the United Kingdom Air Defence Exercise for 1060 sponsored by RAF Fighter Command was played between 19 May and 23 May. CF-100 aircraft from 1 Air Division participated by providing 72 sorties over three raids, two by day and one by night.

The duration of the Weapons Camp at Sardinia (Exercise Sardinia Salvo) for IDF Squadrons was increased to three weeks. This resulted from the discontinuation of all cine flag towing missions in Europe due to the increasing density of air traffic.

Dec 59 to May 60

All current Operation Orders, dated prior to 1 Jan 59 were revised and rewritten. Among recurring exercises played during the past six months was Roulette, a 4 ATAF Exercise designed to provide training in the two sector concept of Operations.

Organization and Management

Organization

Jan 60

With the activation of new telecommunications facilities in Ouvrage d’Ars, a need for more communications personnel accompanied the additional equipment in use. To make the necessary personnel available, the message centres of Support Unit, Metz and 61 AC&W Squadron were re-organized under a common telecommunications establishment at Support Unit. This arrangement allows more opportunity for job rotation and for scheduling of shifts and at the same time performs the new requirement with the same total personnel.

An increase in the number of Medical Officers has been among 1 Air Division’s major requirements. To assist in filling a portion of this, authority was obtained to transfer the Medical Officer position from 30 AMB Langar to 3 (F) Wing, Zweibrucken. The Medical Office services at 30 AMB are now provided by contract with local civilian practitioners on an as required basis.

May 60

3144 TSD at Brussels, Belgium was formed to provide technical inspection services on aircraft equipment and components overhauled by Stampe & Rivard and by SABCA, Belgian aircraft contractors.

At each Wing headquarters, the Squadron Leader Chief Operation Services Officer position was replaced by that of Wing Commander and established as Chief Operations Officer. Simultaneously, the position of OC of each CF-100 Squadron was reduced from Wing Commander to Squadron Leader. The COpsO position has earlier been established as Wing Commander but this position had been removed from each Wing for other commitments.

Management

Two major management analysis studies were completed during the period 1 Dec 59 to 31 May 60. The first was a study and report on mobile equipment policies, requirements, and operations as applied to 1 Air Division. As a result of this study, the mobile equipment inventory for the Division is being reduced by approximately 340 vehicles.

The second major project was the development of a system for the evaluation of the operational effectiveness of the Division. A report on the results of this study is now being reviewed by the AOC, CofS and specialists staff officers of 1 Air Division Headquarters.

Intelligence

NARRATIVE REPORT

Mar 60

In conjunction with the new training syllabus the first Intelligence Indoctrination Course was held. This course of two days duration designed to indoctrinate newly arrived aircrew into the intelligence picture here in 1 Air Division. It is planned to hold these courses every six months.

Feb 60

Planning was initiated for the annual Combat Survival Exercise to take place during the latter part of June. Main changes to the concept of this exercise are:

  1. Active aircrew only participating;
  2. A longer interrogation phase.

There were the usual inter-unit winter championships in bowling, badminton, hockey, volleyball, basketball, broomball, soccer and curling.

The annual band competition between volunteer trumpet and drum bands from the wings and 30 AMB was received. 3 (F) Wing won the competition.

A Red Cross Water Safety Instructors Course was held at 1 (F) wing and 30 AMB. Candidates from the units on the continent, including Deci, were at 1 (F) Wing for one week course and a one week course was held at 30 AMB for all their candidates. The courses were under the supervision of a member of the Red Cross from Canada and a member of the Recreational branch at AFHQ.

Chaplaincy Service – Protestant

Visitors. G/C Es Light, CD, DRA/P, made the customary Annual Inspection Tour of 1, 2, 3 and 4 (F) Wings, SU Metz, 30 AMB Langar, and also visited 4 ATAF Ramstein and CJS London, and Air Ministry, London. This tour took place between 26 Apr and 13 May. DRA(P) was accompanied throughout this visit by W/C EWS Gilberts, CD, SORA/P. Among the interesting duties performed by G/C Light were the Dedication of the Chapel (P) at SU Metz and also the Dedication of the East End Stained Glass Window of the Last Supper at 1 (F) Wing. The DRA(P) also attended the one-day Chaplain (P) Conference at 1 Air Division HQ when all chaplains (P) of 1 Air Division were in attendance. Two different visits were made by DRA (P) to the office of the AOC, A/V/M LE Wray – one before commencing his tour and one at its termination.

The Right Rev. HR Ragg, MA, DD, (retired), formerly Bishop of the Anglican Diocese of Calgary, visited 1, 2, 3 (F) wings, SU Metz and 4 CIB, Soest, for the purpose of conducting Confirmation Services to the Forces. A total of 120 candidates were confirmed into full Communion of the Anglican Church. W/C EWS Gilbert, CD, accompanied Bishop Ragg as escort officer throughout his tour, which included a very pleasant visit in the office of A/V/M Wray when Mrs. Ragg was also present.

  1. Accompanied his Eminence Cardinal Leger on the occasion of his visit to 3 (F) Wing. His Eminence said the midnight mass. It was broadcasted on 1 Air Division Radio Network. This visit proved to be the Cardinal’s first experience, on a Canadian Military unit.

  3. Attended at Fontainebleau General Valluy’s special dinner for the military chaplains serving at AAFCE.

SECURITY

20 – 21 Jan 60

Security Conference. A conference of all the security officers in the Division was held at HQ 1 Air Division at which time a number of important security matters was discussed.

1 Mar 60

Security Planning. The security portion of the HQ 1 Air Division EDP was finally approved. This section provides, among other things, for the transfer of active ground defence from Nuclear Defence to Security.

9 May 60

On 9 May, the Vulnerability 1960 Test Programme for the division was approved by CofS. This programme provided for the conduct of two tests at each of the Wings in 1960.

12 May 60

Security of Material. Experience has shown that the Vulnerability Test procedures prescribed in CAP 425 required adjustment to European conditions. In consequence, the procedures were revised, and approved by CofS on 12 May.

Security of Personnel. This HQ forwarded 260 Security Clearance requests to AFHQ during the period under review.

This HQ distributed to all units 636 Security Clearance Certificates received from AFHQ.

This HQ Added 272 names to the 1 Air Division Denial of Entry List, bringing the total of persons on this list to 3750.

Security of Information. This HQ reported to AFHQ eight security infractions involving improper transmission of classified matter, committed by different CHQs in Canada.

This HQ processed 17 security infractions committed by 1 Air Division units.

POLICE

Investigations. A recapitulation of incidents investigated by the AFP is provided in Annex "I". A comparison of figures for the same period in 1959 reveals:

  1. A decrease in total incidents investigated from 602 in 1959 to 573 in 1960.
  2. An increase of deaths from 10 in 1959 to 19 in 1960 (9 of the 19 deaths occurred in PMC accidents);
  3. A decrease of GME accidents from 39 in 1959 to 31 in 1960.

A recapitulation of PMC accidents investigated by the AFP is provided in Annex "II".

PMC Licensing. At the beginning of the period there was a total of 5657 PMC registered; at the end there was a total of 6846 PMC registered.

NARRATIVE REPORT

4 Dec 59

Metz St Nicholas visits General Navereau School in Metz, one of the DND schools within the Division. St Nicholas, attended by his Princes and Le Pere Fouettard, is a traditional pre-Christmas custom in this part of Europe.

8 Dec 59

A four-man CBC television production team returned to Canada from Metz after completing a half-hour cine film on the Canadian Armed Forces in Europe, showing how they are preparing for Christmas. The film, to be shown over the CBC coast to coast network, depicts both "off duty" life and operational aspects of the Canadian forces in Europe.

15 Dec 59

The Division’s varied and widespread "Operation Merry Christmas" swung into action as Wings, Squadrons, Units, Messes, Clubs, Church groups, Women’s Clubs and other organizations throughout the Division began their annual series of parties, donations of money and gifts, and other charitable activities for under privileged children, old people’s homes, and needy families in the area. These special Christmas activities ranged down to the Italian island if Sardinia.

22 Dec 59

Members of the Division raised almost $2500 to aid the French flood-stricken town of Frejus. A cheque was handed by Air Commodore Peter Gilchrist to the French Liaison Officer at Division Headquarters, to be passed to the Mayor of Frejus in southern France. The town has been hit by waters from a dam break.

25 Dec 59

His Eminence Paul-Emile Cardinal Leger, Archbishop of Montreal, left 3 (F) Wing Zweibrucken, Germany, for Paris, after having visited the base. It was the Cardinal’s first visit to the Air Division.

12 Jan 60

The USAF in Europe announced that the RCAF system of elected community councils was being tried out for the first time by an American base, a USAF radar station in Germany.

13 Jan 60

His Excellency the Most Reverend Paul Joseph Schmitt, DD, Bishop of Metz, visited Air Division HQ. He was greeted by the Air Officer Commanding, Air Vice Marshal LE Wray. His visit included a tour of 61 AC&W Squadron.

21 Jan 60

Nearly 200 French language books on various phases of French culture were turned over to the Air Division HQ by the French Central Mission for Assistance to the Allied Armies.

1 Feb 60

A survey of births within the Air Division for 1959 showed that they had hit an all time high of 882. Nearly 300 of the births were registered at 3 (F) Wing hospital.

11 Feb 60

No. 109 Communications Flight, 2 Fighter Wing, Grostenquin, France, was presented with its official badge at a ceremony at Grostenquin. The badge was presented to the Flight’s CO, S/L J O’Callaghan, by the Division’s Chief of Staff, Air Commodore PA Gilbert.

18 Feb 60

Canada’s Ambassador to Germany, EM Reid, arrived at Air Division HQ, Metz, to begin a two-day visit to the Division. His visit included the Division HQ, 61 AC&W and Numbers 3 and 4 Fighter Wings, Zweibrucken and Baden-Soellingen Germany.

19 Feb 60

Two dozen Sergeant Majors from the military forces of three other NATO nations were guests at 4 (F) Wing. Members of the French, German and American armies and air forces, the sergeant majors were escorted around the base by the 4 (F) Wing sergeant major, WCR Yates. The visit was part of a continuing programme of the Sergeant-Major’s Council, an official organization embracing sergeant majors of NATO-assigned Canadian, French, German and American forces in the area of 4 (F) Wing.

22 Feb 60

Flags at Air Division bases were lowered to half mast and then raised in ceremonies honouring the birth of a Prince to Her Majesty the Queen.

26 Feb 60

F/O Peter Howe, a Sabre pilot from 4 FWG, was a member of the eight-man ski team from 4 ATAF at Garmisch-Partenkirchen.

14 Mar 60

Members of the "1705 " Club of the Sergeant’s Mess at Air Division HQ donated $130 to the Maison du Sacre Coeur, a French home for handicapped girls near Metz. The gift was part of a continuing programme of assistance to the girl’s home by the 1705 Club.

24 Mar 60

Students and staff members of the RAF Flying School, Manby, Lincs., visited 1 FWG Marville.

5 Apr 60

A rink from 4 (F) Wing won the Bank of Montreal Trophy, symbolic of curling supremacy with the Air Division, at a bonspeil at 1 (F) Wing. The Roman Catholic Director of Religious Administration for the RCAF, G/C JP Davignon, arrived at Metz to begin a four-week visit throughout the Air Division and to NATO Headquarters in area.

The Air Division HQ soccer team took a 3-1 win in Metz over a team from 4 (F) Wing to win the Division Soccer Challenge Cup for the third straight year.

A/V/M WR MacBrien, AOC, 1 Air Division, arrived in Metz to begin a nine-day tour of the Air Division.

28 – 30 Apr 60

The Band of the RCAF from Edmonton (TC Band) arrived at 30 AMB, Langar, England to begin a month-long concert tour of Europe. The band visited five European countries, playing at Air Division bases. It also visited various NATO headquarters and gave numerous public concerts.

General R LeCoq, Military Governor of Metz and Commander of France’s 6th Military Region, paid his first official visit to RCAF Air Division Headquarters in Metz.

5 May 60

The 3 (F) Wing Drum and Bugle Band won the annual Air Division Band competition held at 3 (F) Wing.

14 – 15 May 60

A/C PA Gilchrist, 1 Air Division Chief of Staff, won the European skeet-shooting championship, as well as the Grand Prix de France, awarded for the French championship. He won the two titles in a two-day shoot in Paris against 65 other competitors from seven countries. Top ranking skeet shooters from France, Belgium, The Netherlands and the UK participated with Canadian and American shooters resident in Europe who were invited to the competition.

More than 3000 visitors attended the second annual "Friends’ Day" at 4 (F) Wing. It is not an open house, but attendance is by personal invitation. Wing personnel invite civilians and their families with whom they have made friends or developed acquaintanceship during their stay in Europe. Civilian employees and their families are also invited.

Air Chief Marshal Sir Harry Broadhurst, Commander of Allied Air Force Central Europe, arrived in Metz for a two day visit to the Air Division.

British Royal Flight with HRH Prince Philip, Duke of Edinburgh, on a flight from IK to 4 (F) Wing Baden Soellingen, overshot two GCA approaches. Weather at the time was W3K 2/8F. Royal aircraft went onward to its alternate, Stuttgart Germany.

9 Dec 59

Exercise "Rapid Reflex" effective 0750. This exercise sponsored by 4ATAF is to test the operational effectiveness of communications.

11 Dec 59

Exercise "Quick Train" effective 0430. This exercise is a SHAPE sponsored exercise and is to test the operational readiness of SACEUR Air Defence Force.

One F-86 crashed on runway at Marville. Pilot slightly injured.

Message received from 4 ATAF to execute "Rapid Reflex". The purpose of exercise outlined earlier.

Crash reported on Soellingen Airfield. One F86 aircraft exploded in mid-air; pilot ejecting unsuccessfully.

Air Division Radar (Yellowjack) reported that a USAF T-33 crashed 18 miles south-east of Spangdahlem, Germany. USAF Search and Rescue reported seeing two parachutes on the ground. Airmen safe.

At this time, Exercise "Soft Spot" is in effect for the four wings of the Air Division. Exercise Soft Spot is an Air Division sponsored exercise and is designed to test reaction times and to exercise NBC and fallout defence plans of 1 Air Division units.

Air Division COC being advised by 17th Air Force that exercise "Winter Shield" will take place between the 2nd and the 8th of Feb. The Air Division may be asked to provide fighter aircraft to participate.

Authorities at Frescaty Airport near Metz have requested Air Division HQ for possible witness to a crash of an F-84F from their base. A Support Unit Air Force Police has witnessed an explosion a few kilometers from the Chateau de Mercy and is on hand for the French investigators.

11 Feb 60

"SOS" forty miles south-east of Metz, Air Division Zulu sections being airborne at that time, were diverted for possible intercept. The emergency was a French F-86K which had lost its radio. The aircraft was escorted to Colmar (French airport) and landed safely.

12 Feb 60

Exercise "Rapid Reflex" called at that time, and was executed according to 4ATAF operation order.

16 Feb 60

Air Division’s IDF Zulu section was scrambled "Live" as back up for a section of USAF fighters scrambled on two unknown in the iron curtain. Identification revealed that the unknown were two West German F-84F aircraft.

Air Division exercise "Silent Spectre" was played this evening, this exercise is an all weather fighters exercise and is to practice and test the all weather capability of Air Division.

4 Mar 60

One F-84 aircraft of French nationality based at Strasbourg crashed and burned in the Black Forest. This aircraft was seen to circle RCAF 4 (F) Wing twice and was given repeated green lights to land. The aircraft, for some unknown reason, headed 220º from Soellingen and disappeared.

"Sunrise". This code word means the start of an exercise called "Roulette". This exercise is 4ATAF sponsored and is to test the Air Defence capability of Central Europe, in which four different nationalities participate namely the French, German, American and Canadian forces. Emancipation of this exercise is forthcoming in future. Information received via Marseille and Paris ATC, that a Canadian F-86 en route to Decimomannu had crashed sometime after taking off from Marseille. Further information received later confirmed the crash, but that the pilot had "bailed out" and was waiting rescue by French helicopter. A French Gendarme called Air Division COC and informed that an F-86 Drop Tank had caused excessive damage to a farm house at Haguenau when the tank went through the roof. A check of our four wings revealed that one F-86 from 4 (F) Wing in the area at time stated and that the pilot had pulled negative "G" and one of the tanks left the aircraft.

18 Mar 60

2 ATAF Radar "Udem" informed Yellowjack that an "SOS" heading southbound was a USAF F-100 low on fuel. The pilot of the F-100 aircraft bailed out 30 miles north of Spangdahlem, Germany.

Canadian and American Intelligence informed on jamming of 4 (F) Wing radio beacon.

"Salesman" has received a series of Notams from Paris ATC spelling out areas out of bounds to all aircraft for certain dates to come; Mr. K. is coming to France and will land two kilometres from Air Division HQ. Mr. K. can boast that he will curtail Air Division’s Flying activities when visiting this region of France.

From the "Special Strike" network exercise "Quick Train" has been called. "Quick Train" is the nickname for an exercise sponsored by SHAPE twice yearly. It is to test the reaction time of allied commands forces. This exercise assumes an enemy capability to launching a large scale attack.

5 Apr 60

Launching of Exercise "Co-Op". The aims of this exercise are to test the Air defence forces of Central Europe as one coordinated force, to develop tactical flexibility and to develop and improve inter-zoned co-ordination.

8 Apr 60

"SOS" in Hotel Echo 3030, MC-A-4 and CR-C-4 had a mid-air collision. USAF Search and Rescue alerted and scrambled later. Helicopter pilot spotted two parachutes on ground. Both pilots picked up uninjured.

14 Apr 60

"Yellowjack" reports that HC-K one, leader of two CF-100 aircraft formation crashed in the Luxembourg airport area. The airport tower controller reports the sighting of two parachutes. USAF helicopter scrambled and later picked up the pilot and navigator.

29 Apr 60

Message received from 4ATAF to execute exercise "Super Chief". This exercise is 4ATAF sponsored and is to test communications down to wing operational level.

2 May 60

Salesman instructed to executive exercise "Senior Sentinel". This exercise is sponsored by RCAF Air Division and is to exercise all units at all levels in the implementation of the Air Division Air Defence Plan.

8 May 60

Logroll "SOC" requesting a section of "Zulu" aircraft to intercept an unknown coming behind the Iron Curtain. After completion of the intercept, the unknown was identified as a four-engine turbo-prop driven aircraft from the Czechoslovakian Airliner.

20 May 60

Mid-air collision of two RCAF F-86, both pilots bailed out, one of them taken to Landstuhl Hospital suffering from small head injuries. The other pilot, uninjured, was driven to 3 (F) Wing.

22 May 60

Salesman instructed to execute exercise "Yeoman". This exercise is sponsored by the RAF Fighter Command and is to test the Air Defence Force of the United Kingdom. Air Division’s role is to provide targets in mass raid formation and to penetrate British radar over the North Sea.
