NARRATIVE REPORT

1 Dec 60

RCAF Pipe Band from 1 Fighter Wing, Marville, played in Hotel de Ville of Metz, piping in St Nicholas as he arrived in the city and paid his respects to the Mayor. The colourful and popular Air Division Pipe Band had led the annual St Nicholas parade through the streets of Metz prior to arriving at the ancient city hall, in which the Skirl of bagpipes was heard for the first time.

2 Dec 60

St Nicholas, the patron saint of Lorraine, visited the General Navareau school in Metz and was given an enthusiastic greeting by more than 200 Canadian youngsters, children of RCAF personnel stationed in the city.

5 Dec 60

An RCAF Air Division Sabre day fighter crashed into the tiny, isolated Alsace village of Lichtenberg today, demolishing a stone cottage and killing a woman and her four year old son. The plane fell into the village after its pilot, F/O Harry Schoning, 23, of Aliz, Alta., had parachuted to the ground following a control seizure. The continued its flight for nearly 35 miles, seeking out the village, set in a heavily wooded area of the Vosges, by a million to one chance. The dead woman was Madame Hilda Mees.

An official message of condolence and regret was issued today by the commander of Canada’s NATO Air Division, Air Vice Marshal Larry Wray, in connection with the crash of an RCAF Sabre into the Alsace village of Lichtenburg, resulting in the death of a woman and her four year old son. It was explained that the pilot had done everything humanly possible before leaving his aircraft, to ensure that it would not fall into an inhabited area.

12 Dec 60

A squad from the RCAF Air Division’s 30 Air Materiel Base at Langar, England, armed with special heating equipment, has assisted in drying out more than three dozen civilian homes, damaged by floods near the base. Herman Nelson heaters from the base were made available for the job after the Canadians received a call for assistance from the police of nearby Nottingham. They were manned by RCAF personnel who worked for a three day period.

14 Dec 60

"Operation Merry Christmas", the Air Division’s annual all out drive to bring Christmas cheer to others in Europe less fortunate than themselves, got into high gear the middle of the month. Squadron, units, church groups, messes and clubs, schools, wives clubs, and other groups, were all involved in special charitable activities involving orphanages, old people’s homes, needy families, and others in need of help. Charitable activities continue throughout the Air Division on a year round basis, but hit their high point during the Christmas season. Air Division personnel in France contributed more than $2600 to the husband and father of the woman and four year old child killed them on Air Division Sabre crashed into the Alsace village of Lichtenburg. The money was presented to M. Albert Mees by the Commanding Officer of 2 Fighter Wing, Grostenquin, France, where the aircraft had been based. The contribution – not connected in any way with legal compensation for the accident – was collected as a concrete expression of sympathy.

21 Dec 60

F/O Frans Gruninger, 25, of Three rivers, P.Q., bailed out of his Sabre 35 miles from 3 Fighter Wing, Zweibrucken, Germany, today, when his aircraft developed a suspected engine seizure. He suffered only a slightly sprained ankle. The pilot was from 434 (Bluenose) Sabre Squadron at 3 Wing.

29 Dec 60

Both occupants of an Air Division T-33 jet trainer from 1 Fighter Wing, Marville, France, bailed out of the aircraft yesterday following a power loss. F/L Robert Henry of Saskatoon, Sask. Received a broken arm, bruises and lacerations. The other occupant of the plane, F/L GW Petri of Peel, Ont., escaped injury.

25 Jan 61

Members of 441 (Silver Fox) Sabre Squadron, 1 Fighter Wing, Marville, France, were engaged as 1961 opened in renovating an old three storey house in Montmady, a town of 3000 near the base. In addition to general renovations, the squadron personnel are collecting beds, mattresses, and other items, required when the house becomes a boarding school later in the year for 40 homeless young girls. The project got under way after an appeal to the Canadians by a Carmelite nun, Sister St John of the Cross, who, without funds, was attempting to start the school.

27 Jan 61

A CF-100 AW interceptor from 423 (Eagle) Squadron, 2 Fighter Wing, Grostenquin, France, crashed at 7 O’clock tonight, shortly after taking off on a routine training exercise. Both members of the crew were killed. They were F/L AR Schellongovsky, 24, pilot, from Chilliwack, BC, and F/O MJ Zimmer, 26, navigator, from Cudworth, Sask.

2 Feb 61

F/O Robert Hallworth, 26, of Taber, Alta., a pilot with 439 (Sabre Tooth Tiger) Sabre Squadron, 1 Fighter Wing, Marville, France, escaped with minor injuries when he bailed out of his Sabre this morning at an altitude of 30,000 feet. The pilot bailed out of the aircraft after experiencing control difficulties.

5 Feb 61

An RCAF Air Division team took third place in the first annual Air Forces Europe Skiing competition, completed today at Zermatt, Switzerland. The title was won by a French team, with an RAF squad in second place. Teams from German and United States air forces also took part in the meet. Top individual Canadian skier was F/O Jack Barr of Renfrew, Ont., from 2 Fighter Wing, Grostenquin, France. He finished 11th in the slalom and 6th in the giant slalom.

23 Feb 61

The pilots of two Sabre jet fighters from 4 Fighter Wing, Baden-Soellingen, Germany, were killed today when their aircraft collided in the air. They were W/C Roy Smith, 37, of Middleton, N.S., officer commanding 444 (Cobra) Squadron, and F/O Eugene Payne, 27, of Lakefield, Ont., also a member of 444 Sqn.

14 Mar 61

F/O Edwin Noss, 24, of Bassano, Alta., a pilot with 434 (Bluenose) Sabre Squadron, 3 Fighter Wing, Zweibrucken, Germany, escaped injury when he bailed out of his crippled Sabre jet fighter today. He left his aircraft at an altitude of 500 feet near the base after experiencing engine difficulties.

A group of top CBC radio and television stars arrived at 1 Fighter wing, Marville, France, aboard an RCAF aircraft today to begin an entertainment tour of Canadian forces in France, Germany and Egypt.

21 Apr 61

61 AC&W Squadron, the RCAF Air Division radar squadron, was today formally presented with its official badge. The presentation was made to the squadron’s commander, Wing Commander Cy Yarnell of Toronto, by the Air Officer Commanding the Air Division, Air Vice Marshall Larry Wray.

28 Apr 61

The 50-piece RCAF Band from Air Transport Command arrived at 1 Fighter Wing, Marville, France by air from Canada today to begin a month long European tour. The Band is to play at RCAF Air Division and other NATO bases, and will also play numerous civilian engagements in France, Germany, and the UK.

4 May 61

The volunteer Drum and Trumpet Band from 2 Fighter Wing, Grostenquin, France, today won the annual Air Division Band Competition, held at 3 Fighter Wing, Zweibrucken, Germany.

26 May 61

F/O Thomas Cameron, 22, a Sabre jet pilot from 2 Fighter Wing, Grostenquin, France, was killed late last night when the motor car he was driving went off the road a struck a tree. The accident occurred at Homburg Haut, Germany, about 60 miles east of Metz, France.

The established position of Staff Officer Mobile Support Equipment was upgraded from Flight Lieutenant to Squadron Leader.

Jan 61

The Air Division ceiling was amended by the upgrading of 25 Flying Officer positions to Flight Lieutenant. These positions were used to fill long outstanding requirements in 1 Air Division Headquarters, Support Unit Metz, each Wing HQ, and at Decimomannu.

Apr 61

The two T-33 aircraft were removed from establishment of each squadron and six added to the establishment of each Wing HQ. An additional T-33 aircraft was established at 2 (F) Wing to cover the extra proficiency flying commitments arising from units in the Metz area. Effective 1 Apr 61, SOMS position at 1 Air Division Headquarters and 1 W/C Specialist Med/MO position at 3 (F) Wing Hospital were upgraded to Group Captain.

May 61

On May 61, 5 Movements Unit Langar was disbanded and reformed as 5 Movements Unit Marville. The re-location of this unit is to provide movements facilities for the European terminal of the CC-106 operation. During the period 1 Air Division ceased to publish Organization Directives. Material previously promulgated through Directives will be contained in Organization Instructions and in Air Division Instructions (ADIs).

Planning
Period from 1 Dec 60 to 31 May 61

NARRATIVE REPORT

Dispersal and Hardening

Although SACEUR is still wedded to the necessity for the 7 Km off-base dispersal sites at NATO airfields, as outlined in MC60, 1 Air Division HQ continues to hold the view that this policy is invalid. 1 Air Division HQ has continued to make representation to SHAPE, through AFHQ, to review the dispersal concept with the hope that dispersal funds would be released for a realistic programme of aircraft and personnel hardening. In this connection, Belgium has been asked to hold in abeyance any action on the provision of dispersal sites for Bertrix and St Hubert airfields, and no action has been taken to provide dispersal sites for the RCAF airfields in France and Germany. In fact, the AFCENT 1961 Infrastructure Report recommends the deletion of funds for dispersal sites for the RCAF Airfields in Germany and recommends that funds saved by this action be earmarked for an aircraft hardening programme at these airfields.

SHAPE, in March 61, came out with what appears to be a realistic solution for the protection of ASP aircraft weapon systems. In brief, infrastructure will fund the construction of hardened shelters for 15% of the aircraft in the ASP role providing that the user nation aircraft have the capability of being zero launched from within the hardened shelters. SHAPE has invited user nations to make bids for such shelters in the 13th infrastructure slice but to date Canada has not applied for such funds.

Operations and Survival Under Conditions of Nuclear War

The paper "Concept of Operation 1960-68, 1 Air Division, RCAF", which includes the operational ground measures that would be taken by 1 Air Division personnel during an emergency and the estimated requirements for personnel shelters, was sent to AFHQ for approval. AFHQ agreed in principle with the plan but advised 1 Air Division Headquarters that funds for additional personnel shelters would not be provided by Canada. 1 Air Division HQ’s has therefore discarded further attempts to secure personnel shelters and has incorporated the estimated threat and the operational ground measures for personnel into the 1Air Division EDP.

Introduction of the CF104 Aircraft into 1 Air Division

Role. It has been decided that the present plan for the use of the CF 104 precludes its employment in a formal reconnaissance role. Instead, the aircraft will be used primarily in the strike role with reconnaissance being a bonus capability, when required, for post-strike low-level daylight operations. The employment of the CF 104 in the strike role is being studied by 1 Air Division Headquarters and AFHQ.

SAS and QRAs. The many problems associated with the location, construction, security and safety of the special ammunition storage and Quick Reaction Alert sites are being studied and negotiated by 1 Air Division Headquarters with the German and American authorities.

Dependents Evacuation and Survival Plans

A 1 Air Division plan, which takes into account the aspects of survival on site in addition to the evacuation to safer areas, and replaces the plan for the evacuation of dependents during an emergency, has been approved by AFHQ, and has been promulgated to the 1 Air Division Units.

CC-106 Logistics Air Support for 1 Air Division

  1. Terminals – There was a delay in the construction of the CC-106 terminal at Marville due to an added requirement by ATC. As the target date for completion of the terminal is now Nov., this facility will not be ready for the commencement of CC-106 Operational Suitability Trials in Aug. Airfield work for the alternate terminal at Baden Soellingen is completed.
  2. Customs – The plan to have Canadian Customs representatives stationed at Marville for the CC-106 program was not agreed to by French authorities. Arrangements for French and German customs handling are progressing satisfactorily.
  3. Ground Handling and Ground Servicing Equipment – Almost all items of ground handling and servicing equipment have been purchased and should be in position for the CC-106 program.
  4. Many items of a personnel nature, such as the shipment of private motor cars, transportation of dependents who are medically unfit or unwilling to fly and equalization of passenger loads throughout the year, have not yet been resolved by AFHQ.

Move of 137(T) Transport Flight to the Continent

The proposed move of 137(T) Flight to the Continent has been delayed until 1962. This move cannot be divorced from consideration of the rundown of 30 AMB, which in turn will be decided by the method of disposal of Sabre aircraft and spares with the phase-out of Sabre squadrons in Europe. There has as yet been no decision as to which European bases will be most suitable for the location of 137(T) Flight.

International Agreements

France

  1. Amendments to the Technical Agreement for the Use of Rocroi Aerodrome by the RCAF, to allow less restrictive use of the airfield, have been signed by both French and Canadian representatives.
  2. 1 Air Division has asked the Canadian Ambassador to France to arrange an amendment to the General Agreement between France and Canada Regarding the Use of Airfields. This amendment would have allowed the RCAF to commence negotiations for the maintenance and operation of the airfield at Brienne le Chateau, which had been assigned by SHAPE to Canada as a fourth deployment airfield. Plans for this amendment were cancelled when Canada decided not to use an airfield in France for this purpose. SHAPE has been requested to assist Canada in obtaining a deployment airfield outside France, but it is not considered that such an airfield is available.

Food Services Branch

S/L KT Bradshaw, Staff Officer Food Services, was transferred to AMCHQ. S/L RG Stantial assumed position of Staff Officer Food Services on transfer from ATCHQ effective 8 May 61.

Recreation

The Grey Cup Film and films of the Eastern and Western final games were received within a few days after each game was played. The films were circulated to every possible RCAF unit in Europe and to all Canadian Embassies.

There was an increase of exhibition hockey games with various European teams. All the wings formed strong station teams and, instead of the RCAF Flyers from 3 (F) Wing being the only team playing the Europeans, the Wing teams (from which the Flyers previously obtained top notch players) played quite a few exhibition games. The Flyers have played in a German civilian league for five or six years and effective this fall it has been decreed that no RCAF team will be allowed to play in a civilian league but that exhibition games could be continued to be played.

The 1 Air Division Trumpet and Drum Band competition was again held at 3 (F) Wing and 2 (F) Wing were successful in winning the competition. The new band from 1 Air Division Support Unit, although only formed two months previously, performed admirably.

Mr. E. McEwan, Deputy Director of RCAF recreation, and Mr. J Craine, CBC, visited 1 Air Division HQ and all the wings to inspect and report on radio station facilities and activities. Mr. McEwan also inspected recreation facilities and discussed recreation programmes.

Two Red Cross Water Safety and Instructors Courses were conducted at 2 (F) Wing and 30 AMB. Mr. M Lachance from Red Cross Winnipeg was in charge of the courses and was assisted by F/L D Kempson from 1 (F) Wing, as well as by several senior qualified instructors from Grostenquin and Langar.

In May there was another tour of 1 Air Div units and SHAPE, AAFCE, and CJS London, by a regular force band. The band was the ATC unit stationed in Toronto. The tour was a month long and this year the band accepted more "off base" engagements than usual, and were extremely popular with the Continentals.

The USAFE invited RCAF personnel to their softball officials clinic at Garmisch in April. Ten personnel were selected from various wings and attended the course. These personnel conducted their own clinics on return to their unit.

There were the usual inter-section and inter-unit championships in winter sports activities. Following are the results:

There were also invitational tournaments in Badminton, bowling, curling, 22 rifle, skeet, soccer and volleyball. Minor hockey flourished for the dependents and champions were declared at the Pee Wee and Bantam level.

The 1 Air Division Sports Achievement Trophy for the fiscal year was won for the first time by 2 (F) Wing. This trophy is presented to the unit that gets the most number of points for participation and for being a finalist or champion in the many sports throughout the year. Points are also given for the number of clubs formed, such as archery, 5BX, XBX, fencing, gymnastics, judo, skin diving, table tennis, boxing, water polo, photography and weightlifting. Because of lack of facilities and personnel, 1 AD SU, 30 AMB Langar received 1.3 and 3 points as a coefficient respectively, to every 1 point that the other units obtained. As a result of the co-efficient the final point spread between all units as very close and although 30 AMB did not win a single competition, that unit was second in the final standings.

Chaplaincy Service – Protestant

Visitors Dr. RB Snow, CBE, Recruiting Secretary of the Church Missionary Society visited all the Military Installations throughout 4CIBG and 1 Air Division 9 – 23 Mar 61, concentrating on 1, 2, 3, 4 (F) Wings, SU/Metz and 30 AMB between 16 – 23 Mar 61 in accordance with a detailed itinerary formerly submitted to the Office of the Chaplain General (P)

Dr. Snow’s pictures which she used in her illustrated addresses and lectures n the Vellere – Ludhiana Mission Hospitals in India where she had worked as a Medical Doctor for over 30 years were very well received by large audiences on all bases. There has been greatly added interest in missionary endeavours in India as a result of her tour.

On 22 Mar 61, SOSec, CO SIU(E) and NsecO1 (F) Wing visited Bitburg Air Force Base in Germany to see how SHAPE and USAFE special weapons security policy was implemented at a typical USAFE base. During this visit, they met the Base Commander and were escorted round the base by the base Chief of Security and Law Enforcement (CSLE- formerly known as Base Provost Marshal), and the head of the local CSI detachment.

Security of Personnel

During the period under review 211 security clearance requests were forwarded to AFHQ and 347 security clearance certificates received from AFHQ were forwarded to units.

This HQ added 196 names and 1 French association to the 1 Air Division Denial of Entry List.

Security Infractions

This HQ reported to AFHQ 17 security infractions committed by formations in Canada, and during the same period four security infractions committed by Air Division units were investigated.

YJ reported that HMP lead of a section of 4 IDF in difficulty with right aileron U/S and controls sticking, height 32000, possibility of bail out. Helicopter scrambled from Ramstein to 2 (F) Wing. The pilot bailed out at 0847. Report received from helicopter that the crash occurred at Lichtenburg and two houses are burning. Crash resulted in two civilian fatalities. Track #81L, proceeding from behind Iron Curtain (lf1030) squawking emergency, identified as Ht1. Advised by 4ATAF that there is a 170 mile per hour jet stream in the area. HT1 landed at Rhein Main at 1201 short of fuel.

11 Dec 61

Number 4 of SBS IDF Section experiencing aileron control difficulties. Search and Rescue were alerted but SBS4 landed safely at 0951 at 3 (F) Wing.

15 Dec 61

Langar reported that track JAG 26 an F86 had crashed on the Isle of Man, after the pilot bailed out. This information was changed at 1106 that JAG26 was a USAF 102 and the USAF had everything under control. SOS in HD4540 – Chopstick A diverted to intercept. CHA escorted to SOS, a French F-84, into Strasbourg and then landed at Bitburg, short of fuel at 1451Z.

20 Dec 60

SOS occurred in JH1040. HTK2 had engine trouble and under Sembach control. Pilot bailed out 5 miles east of Sembach and was picked up by an US Army helicopter which was airborne. Section was airborne on local training. Hopscotch 93 declared an SOS due to fire warning light, but landed safely at 0939. A SOS appeared in JH1040. Identified as Polio 92 a USAF102 under Sembach control. Polio 92 landed at Ramstein at 1151, low on fuel. HMP2 declared an emergency due to intermittent flame outs, and was handed back from Boxcar to YJ control. YJ handed over control to Sembach and the Section landed there safely at 1238Z.

28 Dec 60

Yellowjack reports Catfish 7 has experienced a flame out in the Etain area. Search and Rescue alerted. CHD vectored to investigate. Chambley reports an aircraft crash 3 miles west of Chambley and helicopter scrambled from Toul. Chambley reports sighting a parachute and YJ report chaff return. CHD has spotted a Canadian T-33, relatively intact with canopy and two seats missing. Both occupants OK and now in Chambley Infirmary

6 Jan 61

Report of suspected mid air collision in the Arres area by Romilly. After a thorough check of all Air Division aircraft it was reported at 1630Z, that the crash was a collision between two cars followed by an explosion.

61 AC&W Squadron reports Stopgap Alpha on Scan Plan exercise has declared an emergency over Zweibrucken. While under Zweibrucken control due to low fuel state. Because of weather Stopgap Alpha diverted to Ramstein under Logroll and landed 1318Z.

2 Wing received report from civilian source that an aircraft had crashed and was burning, approximately 4 miles north of their station. HMC2 called in to YJ on climb out, going to check on crash info but no contact with HMC1. Horseman Charlie 2 confirms fire at the above location. Ground party unable to confirm any casualties because aircraft is badly burned. W/C Murray reported 3 flying boots found and additional information has been passed to AOC and W/C Brown.

Student November #3 bailed out. Parachute visible. Position ED1055. Pilot seen on the ground by Student November 4. Vehicle picking up pilot in open ground.

First Intelligence (synthetic) reports on Exercise Co-op. Exercise Co-op effective 0637Z. This is an AIRCENT sponsored exercise involving all formations in Central Europe. It is to be played in two phases. Phase I will be a day phase and phase II will be a night phase.

23 Feb 61

Mid air collision between Yardarm Tango 243 in HB2020, on practice scramble against Horseman Q section. Air Rescue alerted to call 3 Wing tower after take off. Tango 4 reported seeing one bail out. Wreckage of one aircraft reported near Niederaurback. 3 Wing tower report parachute drifting in Ramstein Area. The second helicopter is scrambled. Helicopter picked up one pilot and proceeded to 3 Wing. 3 Wing report the second aircraft has been reached and the pilot is in the cockpit.

G/C McNair (Jailer 1) landed with 3 minutes fuel at 2 (F) Wing following declaration of emergency and flying distress patterns. Escorted to GCA by Horseshoe Papa.

Strongbox Romeo under Boxcar control declared SOS and was handed back to YJ. SOS was a flame out and after a successful relight landed at 3 (F) Wing at 1541.
