ORGANIZATION ORDER 4.1
1 AIR DIVISION HEADQUARTERS, METZ, FRANCE

(This order supersedes OrgO 4.1 dated 9 Oct 62)

INFORMATION

In accordance with the governmental decision to reduce the armed services, 2 Wing is to be disbanded. This organization order is being reissued to include all necessary organizational changes brought about be the decision to close 2 Wing and is effective 1 Apr 64 except that Appendix D to superseded order 4.1 will remain in effect until 31 Jul 64. A revised appendix D will be published at a later date.

The units which comprise 2 Wing namely, 430 Squadron, 421 Squadron and 109 KU will have been moved to 3, 4 and 1 Wings respectively and, at the same time, 430 and 421 will have become Reconnaissance/Attack vice Strike/Reconnaissance Squadrons. In addition to the foregoing changes, the remainder of the Air Division’s Squadrons will have changed their role to become Strike/Attack vice Strike/Reconnaissance Squadrons.

INTENTION

To restate the organization for 1 Air Division headquarters (1 Air Div HQ).

EXECUTION

Effective Date

This order shall be effective 1 Apr 64 except that appendix D to superseded OrgO 4.1 dated 9 Oct 62 shall remain in effect until 31 Jul 64 or until replaced by a revised appendix D.

Role

The role of this headquarters shall be to advise and assist the AOC in his responsibility for:

  1. maintaining proper standards of operational efficiency and providing adequate administrative services for all units comprising 1 Air Division as shown at appendix A;
  2. providing forces, as mutually agreed, for participation in peacetime exercises and manoeuvres for the purposes of exercising the 4th Allied Tactical Air Force;
  3. providing forces in wartime for Strike, Reconnaissance or Attack operations as applicable to the assigned role of the individual unit at the time hostilities commence, and as listed in the current 4th Allied Tactical Air Force Emergency Defence Plan;
  4. the execution of such operational tasks and commitments as may be assigned to 1 Air Division by the Commander 4th Allied Tactical Air Force;
  5. advising AFHQ of all requirements which are a national responsibility or have implications affecting the RCAF plans and programmes for NATO activities on the continent;
  6. providing or arranging administrative services for 1 Air Div Postal Unit, CPC (Army), (see appendix B), 35 Field Dental Unit (RCDC), (see appendix C) and for such other RCAF personnel in Europe as may be required from time to time; and
  7. maintaining an RCAF representative at the French Central Liaison Mission.

Command and Control

  1. Designation of officer appointed to command 1 Air Division – Air Officer commanding.
  2. Commanding Officer of 1 Air Division HQ:
  3. (i)C of S for S/Ls and above; and

    (ii) CO RCAF SU Metz for F/Ls and below.

  4. Control –

(i) Control of this HQ is exercised by the AOC 1 Air Div;

(ii) The AOC 1 Air Div is directly responsible to the CAS for the control and administration of 1 Air Div units, except that operational control of forces assigned, attached or otherwise made available to meet NATO commitments is exercised by SACEUR, or his designated NATO commander, in accordance with SACEUR’s approved terms of reference.

ADMINISTRATIVE ARRANGEMENTS

Accounting

  1. Not a self accounting unit.
  2. For purposes of QR(Air), are 205.35, this HQ is a designated flying unit, but only those personnel filling positions annotated in the unit establishment as requiring continuous and active engagement in flying duties shall be entitled to continuous aircrew allowance.
