Organization and Management
Period from 1 Jan 65 to 31 Dec 65

PART I - Management Engineering

8 Sep 64 - 1 May 65

All Management Engineering personnel were employed on the CF-104 Maintenance Study at 4 Wing from 8 Sep 64 to 1 May 65. The final briefing on this study was given at Air Division Headquarters in Apr 65 and the final report was distributed to all Air Division personnel concerned in May 65. Copies of the report were forwarded to CFHQ in Sep 65.

Jul 65

In Jul 65, F/L Savard was repatriated to Canada and was replaced by F/L Filleul.

Oct - Dec 65

A study of all Air Division laundries was carried out by S/L Roulston and F/L Niblett during Oct, Nov and Dec 65.

Sep 65

A Security TO&EB (Travelling Organization Establishment Board) was conducted at 4 Wing with officers from CFHQ and 1 Air Division SOOrg&M participating.

Nov 65

F/L Filleul commenced a study of the Maintenance Clerical and Statistical functions at all wings in Nov 65.

Dec 65

In Dec 65, W/C Murray completed a review which led to a reduction in the Metz Complex establishment.

PART II - Organization and Establishment

Mar 65

In March, Organization Instruction 4.5/1 authorized formation of a permanent Radar Prediction Service at 4 Wing.

Jul 65

S/L NG Gordon retired and was replaced as OrgM/2 by S/L KT Wallace. In Sep, S/L KT Wallace was SOS OrgM/2 on transfer to 4ATAF Ramstein.

Aug 65

W/C CN McVeigh retired and was succeeded as SOOrg&M by W/C GK Murray.

Jun 65

The supplementary establishment for 2 Wing PMQs was discontinued in Jun.

Aug 65

SU Telecom facilities were transferred to 601 Tel Sqn, resulting in a SU decrease in estabishment of 1 officer, 83 other ranks, and 7 civilians, with a consequent increase in establishment for 601 Sqn of 1 officer, 76 other ranks, and 7 civilians.

SOPlans establishment was downgraded to S/L.

Oct 65

The re-organization of SASO Branch resulted in deletions of 7 officers and 13 other ranks.

Organization Insruction 4.4/1 authorized operation of LN3 Maintenance and Repair Support Group at 3 Wing.

1965

During 1965, the total 1 Air Division establishment increased by 2 officers, 26 airmen, and 10 civilians.

PART III - Management Information Services

Jun 65

During this month, F/L Henwood was repatriated to Canada and was replaced as OrgM/4-2 F/L E Welsh.

Reports Control

A project to centrally control the 1 Air Division Reporting System was completed in 1964. Throughout the year 1965, the system was under review and consolidation. Periodic checks were carried out to ascertain any reports which were not registered and action was taken to have them centrally catalogued by sponsoring authority and by subject in the Reports Control Section.

AOC's Monthly Statistics for Management Briefing

In November a review of the AOC's Briefing was begun with the aim of broadening the coverage to include such activities as logistics, finance, and more detailed data on personnel. This project is currently under way and the format of future AOC's briefings will be changed to include such activites as listed above.

STATS 3916 - Operational Effectiveness Review

In conjunction with the review of the AOC's monthly briefing a review of STATS 3916, a semi-annual statistical summary of the major activities of 1 Air Division, was carried out to determine if some of the changes planned for the AOC's briefing could also be included in STATS 3916. Staff Heads at 1 Air Div were asked to suggest ideas for their respective section activities which could be included in future editions of STATS 3916.

STATS 3603 - Daily Aircraft Maintenance Activity Record.

An analysis of the information contained in the Daily Aircraft Maintenance Activity Record (STATS 3603) was begun in Oct 65. As a result of this analysis it was decided to include more detailed information on aircraft undergoing Scheduled Maintenance in the STATS 3603. Revised instructions for the compilation of STATS 3603 have been written and will be inserted in Part 5, 1 Air Division Statistical Instructions, after each Wing has been visited by 1 ADHQ Statistics Personnel who will brief the persons responsible for compiling STATS 3603.
