Concept of 1 Air Division Chain of Command

Situation:

At the present time there is no single agency responsible for the collection and display of current operational, logistic and personnel status to enable the AOC to effectively control the overall Air Division effort. The creation of a COC within 1 Air Div HQ would provide these facilities.

Aim:

To establish a Combat Operations Centre whose functions would be:

a

To provide the AOC with a current display of logistical, operational and personnel status of the Air Division.

b

To receive from higher headquarters requests for committal of forces and to ensure such requests are within the current capabilities of the division.

c

Allocate to the TACC missions priorities and effort available for all air defence functions. The effort allotted for specific missions would be increased or decreased at the discretion of the AOC as the situation warrants or fulfill requests as in (b).

d

Provide direction and planning for the most efficient utilization of resources.

e

Forward to higher formations the current operational status of 1 Air Division and forecast of combat potential as required.

f

The peacetime staff function would be to prepare, co-ordinate and revise exercise operations orders.

Personnel Requirements – COC:

With formation of a TACC and the subsequent transfer of direct operational control from the HQ Operations Room (COC) to the TACC, the peacetime function of the COC is limited to the continuous display of current status, (Operational, Logistic and personnel). This information display would be immediately available in emergency and would be of value in maintaining peacetime control and assessment of the current operational ability of the Division.

The following personnel will be located in the COC to fulfill the peacetime functions:

1 F/L Status plus 3 AC

To maintain the current status display (Ops, Log & Pers.)

1 F/L AOTrans

Coordinating air transport movements within 1 Air Division.

The remaining positions will be filled by the present Ops Planning personnel as a staff function since the preparation of Ops Orders and committal of forces for exercises is the peacetime counterpart of the COC wartime function. Because of the much reduced tempo of peacetime COC activity some personnel of the Ops Planning staff would be physically located within the COC to exercise and maintain the day-to-day functions. The creation of the TACC would release the following SOOT personnel from the operations room for employment in the TACC:

These positions would be filled from the existing establishment of Air Div HQ on a wartime task assignment basis.

Duties of COC Staff:

Duty Ops – Implements the orders of the AOC to accomplish assigned missions. Advises and briefs the AOC on overall operational and logistical status of 1 Air Division Forces. Receives, and implements for the AOC, orders from higher commands.

Logs – Receives and displays for the AOC, a current picture of the logistical situation of 1 Air Division forces. Advises and briefs the AOC on logistical problems arising from implementing of assigned missions.

Ops – Maintains and displays for the AOC the current air picture of assigned forces. Receives and interprets requests for implementation of missions from higher authority. Assigns available forces to the TACC for implementation of missions.

Pers – Maintains and displays for the AOC, the current manpower situation within 1 Air Division. Briefs and advises the AOC on the manpower effect of commitment of 1 Air Division forces to assigned missions.

Accommodation:

The COC would be located in the Chateau during peacetime with the eventual wartime location at d’Ars. However, until d’Ars becomes available it is necessary to accept the risk of being located above the ground in a target area.
