The Tactical Air Control Centre (TACC)

Situation:

The control facilities of 61 AC&W Squadron are restricted and hampered by lack of outside planning and supervision. At the control level they are presently fulfilling a combined supervisory and operational function. By relieving the unit of the supervisory and planning roles, it would then become more operationally effective.

Aim:

To establish a Tactical Air Control Centre whose function would be to:

a

Implement the orders of the AOC in the fulfillment of the assigned role of 1 Air Division.

b

Provide and direct supervision of the control facilities of 61 AC&W Squadron and assigned aircraft.

c

Provide direction and planning for the most efficient utilization of the control facilities and assigned aircraft.

d

Co-ordinate and implement exercises in time of peace.

e

Maintain direct control of RCAF aircraft assigned to air defence and strike missions and direct 61 AC&W Squadron for the most efficient utilization of those forces.

f

Maintain and disseminate to higher authorities (COC) the current air picture and combat status of 1 Air Division forces.

g

Liaise directly with adjacent ACCs within the same commands for mutual assistance and passage of tactical information.

h

Arrange handover of aircraft to adjacent sectors as necessary.

Command:

The TACC would be directly responsible to the AOC through the COC for the operational direction of assigned squadrons and 61 AC&W Squadron.

Personnel:

The creation of a TACC should release at 61 AC&W Squadron level the following personnel for operational duties:

The Duty Controller should be controller trained while the balance of officer personnel may be drawn from other trades.

Duties:

Sector Commander – To be directly responsible to the AOC for the efficient functioning of the AOC and for operational efficiency of assigned forces.

Duty Controller – Implements the orders of the Sector Commander and maintains direct liaison with the Duty Controller 61 AC&W Squadron and Squadron OpsO.

Operations Controller – In direct contact with the Squadron Ops. Implements scramble orders, setting of aircraft states, recoveries, etc. as directed by the Duty Controller.

Surveillance Controller – Collects, displays and disseminates to COC required aircraft and airfield status.

Liaison Controller – Maintains liaison with adjacent ACCs. Co-ordinates exercises in time of peace.

Circuits listed above are already in existence at 61 AC&W Squadron with the exception of those to Squadron Ops which are presently installed on a Wing basis. Present MW facilities have the capability of extending these communications to Squadron level. The necessary communications to Squadron Ops on deployed sites are contained in current communications plans.

Accommodation:

The ACC should be housed within or immediately adjacent to 61 AC&W Squadron. In this way, by incorporating a glass partition, the live display of current air situation would be available to the ACC staff without duplication. As an interim measure the Steelex Prefab building requested by 61 AC&W Squadron as a technical services building may be erected adjacent to the Ops Room. This building measures 39 feet by 114 feet and is considered sufficiently large to house both the ACC facilities and technical services of 61 AC&W Squadron. A for P for this building is presently at AFHQ and is the subject of a space study at this time. It is anticipated that a permanent type of building such as an R-3 should eventually become available for 61 AC&W Squadron and plans should be made for incorporation of an ACC within this building.
