S/L Rutland opened the meeting at 2015 hrs with a resume of events leading to the formation of 2400 AC&W Unit (Res), together with the plans and ambitions to be discussed and acted upon. S/L Rutland then called on F/L Robinson of TCHQ to outline the establishment set-up, functions of the Unit from the Training Command standpoint, the training aids to be provided and the general type of assistance to be provided through Training Command.

A Round Table discussion arose on the following:-

  1. Equipment facilities
  2. Study and Class Room facilities
  3. Recruiting incentives
  4. Pay regulations
  5. Accelerated training for above average men.
  6. Incentive awards for attendance and attention to work
  7. Technical Library
  8. Technical Training Aids
  9. Mess facilities of Scarborough
  10. Recreational facilities
  11. Mess Fees
  12. Setting up of Coca/Cola dispenser
  13. Training Syllabus (Technical and Ops Fighter)
  14. Promotions
  15. Transfer to Permanent Force
  16. Transportation to Scarborough

S/L Rutland and F/L Robinson outlined answers to these questions within the limits of the first meeting. F/L Robinson promised early delivery of a synthetic Radar Trainer, and undertook to arrange for this type of trainer to be provided at once, also that syllabi of all training would be provided without delay.

F/L Robinson informed meeting that familiarization trips could be arranged for all personnel able to spare time from private business.

S/L Rutland is to visit Conac in New York.

S/L Rutland, F/L Mackie and F/O Cooper are to visit Clilnton and Aylmer within two weeks.

After further discussion, S/L Rutland outlined proposed duties of members present.

S/L Rutland requested that members meet for informal discussions on Monday, 11 Sep 50, and that a finalization meeting be held at 2000 hrs at RCAF Stn Toronto, on Friday, 15 Sep 50, with each member to signify his intention to serve as outlined at this meeting. All able to serve, were requested to submit, in writing, their appreciation of the problem with suggestions for discussion at this finalization meeting.

There being no further business to discuss, it was moved by S/L Rutland, seconded by LAC Robinson that the meeting be adjourned.

The meeting adjourned at 2030hrs.
