DEPUTY MINISTER OF TRANSPORT
OTTAWA, CANADA

October 30th, 1961

Deputy Minister,
Department of National Defence,
Ottawa, Ontario

Dear Sir

USAF Requirement for Baffin Island Air
Station - Frobisher Bay Airport, NWT

Receipt is acknowledged of your letter dated October 17th, 1961, regarding the proposal of USAF/SAC to take over the recently vacated radar station to house contractor employees of the Department of Transport who are retained in direct support of the SAC refuelling operation at Frobisher Bay, NWT.

The acquisition and operation of the Baffin Island Air Station on a reimbursable basis will create a great improvement in the living conditions of our Contractors' employees and for this reason the use of these facilities is most acceptable to our Department.

There is no major change in concept regarding the Working Agreement between the DOT and USAF but some amendments will be required to include the operation and maintenance of the Baffin Island Air Station. There is also a continuing requirement for the operation of the pole vault. This will necessitate the provision of accommodation, heat, light, power and transportation to some seven or eight USAF/ADC military personnel. This requirement will now have to be provided for in the DOT/USAF Working Agreement.

It is therefore recommended that the Department of National Defence authorize the use of the Baffin Island Air Station by the USAF/SAC for the above mentioned purposes.

Yours truly,

J R Baldwin
Deputy Minister
