Information

The development of the Air Defence System in Canada requires the activation of numbers of radar stations across Canada. In accordance with the 1953-54 Programme of Activities a permanent radar station will be installed at Gander, Nfld. These radar stations are categorized as EW and GCI sites and they will be designated as Aircraft Warning Squadrons and Aircraft Control and Warning Squadrons respectively.

The development and subsequent activation of this radar station requires constant liaison between representatives of ADCHQ and AMCHQ. The progress on construction and installation of equipment is subject to conditions beyond the control of the RCAF. Therefore, the effective date shown in this OrgO will be amended from time to time in accordance with the "Limited Operations Date" as published by the Pinetree Project Office.

Intention

To form 226 Aircraft Warning Squadron, Gander, Nfld.

Execution

Effective Date

226 Aircraft Warning Squadron is to form at Gander, Nfld. Effective 1 Aug 53, which is the date established by the Pinetree Project Office as the "Limited Operations Date" as defined by AFHQ.

Where differences in the "Limited Operations Date" as published by Pinetree Project Office exceed 15 days either way from the effective date shown in para 4 the effective date will be amended to conform to the Pinetree Project Report. Therefore, the Pinetree Project Report will be considered advance notice of a change in the effective formation date whenever a difference of 15 days either side of the effective date in para 4 is reported.

ADC is to commence taking over from AMC effective 42 days before the effective date (Limited Operations Date) as shown in para 4. AOC ADC is to have functional and administrative control for the 42 days period before the Limited Operations Date.

Control

The control of 226 Aircraft Warning Squadron is to be exercised by AOC ADC.

Operational control of 226 Aircraft Warning Squadron is to be exercised by AOC ADC through Sector Commander 2 ADCC, Chatham

Command

The officer appointed to command 226 Aircraft Warning Squadron, Gander, Nfld. Is to be the Commanding Officer as defined by QR(Air) art 1.02(xxi)(a)(i).

Role

To provide early warning facilities for ADC as directed by the Sector Commander.

In the conduct of this role 226 Aircraft Warning Squadron is to:

  1. detect and report the plan position of ALL aircraft within the area of surveillance; and
  2. if VHF is provided, render navigational assistance as required to friendly aircraft operating within the area, and provide limited control and direction to friendly combat agencies.

Establishment

Establishment 6210 GGIM is to become effective 1 Aug 53.

Advance Party – Authorization of Positions

OrgO 1020/53 dated 16 Jan 53 provides that the establishment for 226 Aircraft Warning Squadron shall be issued to cover the AMC Detachment. However, it has been determined that the Gander site will be ready for handover from USAF to RCAF effective 15 Jun 53 which means AMC will not require an initial party since the Limited Operations Date is 1 Aug 53. The inspection and acceptance of this site is the responsibility of AOC AMC. The establishment for 226 Aircraft Warning Squadron will be issued to ADC to cover the advance party and the build up. The advance party is to commence taking over from AMC 42 days before 1 Aug 53. Effective 1 Aug 53 the full establishment will be in effect.

Personnel

The transfer and/or posting of personnel is to be arranged by AFHQ and ADCHQ.

Supply

The provision of materiel is to be arranged by AOC AMC and AOC ADC in accordance with CAP 16 Vol. 1.

Accounting

This Aircraft Warning Squadron is to be self-accounting for pay and materiel.

Expenditures are to be charged to Vote 600.

For purposes of QR(Air) art 205.30 and AFAO F5.30 this unit is not designated a flying unit.

Accommodation and Messing

Accommodation is to be arranged by the AOC ADC. In this respect, the accommodation will be built to USAF standards and the RCAF will be responsible for any construction required to meet RCAF accommodation standards.

Messing is to be arranged by the AOC ADC.

Medical, Dental and Chaplain Services

Medical and Chaplaincy services are to be arranged by the AOC ADC.

Dental services are to be arranged by the AOC ADC with 12 Company, Royal Canadian Dental Corps, Halifax, NS.

Intercommunication

For operational purposes only the CO of this Aircraft Warning Squadron is authorized to communicate directly with the 64th Air Division; otherwise normal channels of communications are to be observed.
