Major General BJ Webster, Chief of Staff, USAF Air Defense Command, will hand over 639 AC&W Squadron Air Station at Lowther, Ontario to Air Vice Marshal MM Hendrick, Air Officer Commanding RCAF Air Defence Command, at a ceremony to be held at Lowther on 26 June, 1963.

Times: Eastern Daylight Time

1. Air Defence Command HQ

1. Arrange for ground transportation requirements at Timmins.
2. Arrange for band.
3. Arrange for staff cars to be positioned at Kapuskasing.
4. Arrange for provision of Guard of Honour.
5. Arrange handing-over certificates.
6. Arrange publicity for function.
7. Invitations to other than local dignitaries.
8. Request entertainment grant through AFHQ.

2. 4602^nd Support Wing

Represent USAF/ADC in coordination and all preliminary arrangements.

3. Lowther Air Station

1. Invitations to local dignitaries.
2. Provide required equipment for the ceremony, i.e. dais, chairs, tables, parking of visitors cars, and escort officers for visitors.
3. Provide a reception.

4. Dress

1. Guard of Honour - No. 6 summer dress with medals.
2. Guard Commander - No. 1 order of dress with medals.
3. USAF Officers - Class A Blue (summer)
4. RCAF Officers - No. 1 order of dress without medals.
5. USAF Airmen - Class A Blue (summer)
6. RCAF Airmen - No. 6 summer dress without medals.

5. Transportation Requirements

Staff car transportation will be provided for the following distinguished military guests:

1. Major General BJ Webster (Chief of Staff ADC)
2. A/V/M MM Hendrick (AOC ADC)
3. Major General FR Terrell (Commander 30^th Air Div)
4. Brigadier General FB James (Chief, Central Coordinating Staff, Canada)
5. Colonel FA Hill (Commander 64^th Air Division)
6. Colonel R DeVania (Commander Sault Ste Marie Sector)
7. G/C CL Olsson (SPSO ADC)
8. Other Distinguished RCAF Military Guests.

1. The parade will consist of the following units:

1. 40 man Guard of Honour - RCAF Station St Hubert - 1 officer - 1 Warrant Officer - 36 Airmen - 2 spares.
2. Band - Brass & Reed - Central Band.
3. Work Party to consist of 9 airmen and one Junior NCO from USAF and RCAF personnel stationed at Lowther; and
4. 2 USAF and 2 RCAF airmen for lowering and raising of flags.

1. The assembly will take place in the parking lot in front of the recreation building; and
2. The Guard Commander and the Band Officer will be responsible for the dress and equipment of their respective units.

1. 1300 hrs - the Guard of Honour and the Band will assemble.

1. The Guard of Honour will be in front of and facing the dais; and
2. The Band will be positioned on the right flank and facing inwards.

1. Upon the arrival of the VIP’s, the Guard Commander is to bring the Guard of Honour to attention (The Band will act on the Guard Commanders commands); and
2. When the VIP’s appear, the Guard Commander is to give the command "Guard of Honour - Slope Arms".

1. When Major General Webster takes up his position on the dais the Guard Commander will give the command "Guard of Honour - Air Salute - Present Arms". The Band will play. (Major General Webster, the Guard Commander and the Band Officer only will salute);
2. On the completion of the Air Salute the Guard Commander will give the commands "Guard of Honour - Slope Arms - and Order Arms; and
3. The Guard Commander will then march forward and introduce himself to Major General Webster and request Major General Webster to inspect the Guard of Honour.

1. Major General Webster will inspect the Guard of Honour. The inspecting party will consist of:

1. Major General Webster - the Guard Commander; and
2. Aide-de-Camp - Major Peasley.

2. During the inspection the band will play suitable music.

1. When Major General Webster has taken up his position to give his address to the VIP’s and guests the Guard Commander will give the command "Guard of Honour - Stand at Ease". (All personnel on parade will act on this command as if the Command were "Parade Rest"; and
2. Major General Webster will give his address.

1. After the address by Major General Webster the Guard Commander will give the command "Guard of Honour - Slope Arms - Present Arms". On completion of the movements:

1. The Stars and Stripes and the Canadian Ensign are to be lowered simultaneously;
2. After the Stars and Stripes has been folded the Canadian Ensign and the RCAF Ensign are to be raised simultaneously;
3. All officers on parade and officers acting as spectators will face the flags and salute during the lowering and raising ceremony;
4. The Band is to play music in accordance with AFAO 62.00/01 para 43, 44 and 45. The Band is to comply with the commands of the Guard Commander.
5. When both flags have been raised and the music ceases, the Guard Commander is to give the commands (Guard of Honour - Slope Arms - Order Arms - Stand at Ease (USAF Parade Rest); and
6. After a pause the Guard Commander is to bring the parade to attention and the Guard of Honour to the slope.

1. When A/V/M Hendrick takes his position on the dais, the Guard Commander is to give the command "Guard of Honour - Air Salute - Present Arms". The Band will play. A/V/M Hendrick, the Guard Commander and the Band Officer only will salute.
2. On the completion of the Air Salute the Guard Commander will give the commands "Guard of Honour - Slope Arms - Order Arms"; and
3. The Guard Commander will then march forward and introduce himself to A/V/M Hendrick and request the A/V/M to inspect the Guard of Honour.

1. A/V/M Hendrick will inspect the Guard of Honour. The inspecting party will consist of:

1. The A/V/M - The Guard Commander; and
2. Aide-de-Camp - RCAF CO Station Lowther.

(b) During the inspection the band will play suitable music.

1. When A/V/M Hendrick has taken up his position to give his address to the VIP’s and guests, the Guard Commander will give the command "Guard of Honour - Stand at Ease" (All personnel on parade will act on the Guard Commanders command) (USAF personnel will also act on this command as if the command were "Parade Rest"); and
2. The A/V/M will give his address.

(a) After the address by A/V/M Hendrick, Major General Webster escorted by Major Peasley and A/V/M Hendrick escorted by RCAF CO Station Lowther are to proceed to the signing over certificates (situated immediately over to the right of the dais). Major General Webster is to sign first followed by A/V/M Hendrick.

1. After the VIP’s and guests have departed from the parade area, the Guard of Honour and the Band will march off independently and embus for return trip to Kapuskasing.
