CO RCAF Station Moisie PQ

1. This unit was formed as 211 AC&W Squadron on 25 May 1953. On 1 Dec 63, the unit was designated 211 Radar Squadron.

2. Designation of the officer appointed to command 211 Radar Squadron is Commanding Officer.

3. Control of 211 Radar Squadron is exercised by the AOC ADC except that operational control is exercised by the Commander Northern NORAD Region through the Commander, Bangor NORAD Sector.

4. 211 Radar Squadron is self accounting for pay and materiel purposes and is not designated a flying unit.

5. The major function of 211 Radar Squadron is to collect, discriminate and transmit to Bangor NORAD Sector, radar data appearing within the area of coverage.

APPENDIX "A" to
UNIT HISTORICAL REPORT
Jun – Dec 63

(a) Operations.

During the period of this report, 211 AC&W Squadron converted from the manual GCI role to that of a SAGE unit. The gradual elimination of GCI requirements continued until 1 Nov 63, when Moisie officially cut into the SAGE system, reporting to Bangor NORAD Sector, and commenced operation as a NORAD Surveillance station.

(b) Technical

1. Telecom. In Jun, Sep and Oct, the RCAF took over the AN/FPS-26A, Height Finder, the GATR installation, and the AN/FST-2 Data Processing equipment, respectively, from the original contractors, completing the radar complex constructed for the unit’s new role. (The AN/FPS-27 was accepted in Jan 63). Prime contractors for the installation of the equipment were:

AN/FPS-26A – Canadian General Electric
GATR – Northern Electric Company
AN/FST-2 – Burroughs Corporation

2. Supply. The acceptance of this equipment increased greatly the supply section workload. Additional spares stocked included approximately 2000 line items of major spares for the FPS-27 and approximately 1780 items for the FST-2.
3. CE. Because of the cut back in CE funds, many scheduled projects were cancelled during 1963. The major jobs that were carried out were the landscaping of the radar compound and the construction of a retaining wall adjacent to the radar compound on the Moisie River. Both projects were started in Jun and completed in Oct. Replacement of the ineffective heating system in BB10 and installation of new washroom facilities was started in Sep and completed in Dec. This work was done at a very inopportune time of year, however, this was the result of poor delivery of equipment and not poor planning. Direction of CE activities during the period Oct to the end of the year was carried out by 16231 FS JRG Blanchette, Foreman of Works, in the absence of a SCEO. 56137 F/O GHO Damm who was released in Oct was not replaced until after 1 Jan 64.

(c) Administration

1. In Jul 63, 12765 S/L LG McAllister, Air/RN, completed his tour as Commanding Officer, 211 AC&W Squadron and was replaced by 20483 S/L JRP Beaudet, Air/RN. S/L Beaudet had just completed a four year stint at CMR St Jean as CAdO. S/L McAllister was transferred to AFHQ, Personnel Member’s Committee.
2. Other changes in personnel included replacement of the SAO, F/L DJ French Acc, by F/O RF Van Wart, Acc, and the CTSO, S/L MJ Braun Tech/Tel, by F/L AW Starcher, Tech/Tel.
3. On 1 Oct 63, dependents medical coverage ceased to be the responsibility of the RCAF. This coincided with the termination of "vested rights" to Isolation Allowance at Station Moisie.

(d) Organization

As a NORAD Surveillance station, Moisie became known as 211 Radar Squadron vice 211 AC&W Squadron effective I Nov 63. With the new role came a change in the functional organization of the unit. A proposal has been submitted for approval which reflect the intended organization. The CTSO is deleted and replaced by the Chief Ground Environment Officer, (CGEO), who is to be responsible to the CO for the telecommunications function of the unit. The former CTSO responsibilities of CE, Supply, and MSE now are the direct responsibilities of the CO. The position of Station Logistics (SLogO) is also proposed. This will be filled by the SSupO who will assume the direction of the MSE Section in addition to Supply and report directly to the CO. Command of the Unit passes to the CGEO in the absence of the Commanding Officer, and to the Senior F/L if both CO and CGEO are absent.

(e) Official Visits and Inspections

1. On 31 Jul, the Commander of NNR, A/VM JB Harvey, accompanied by A/C FR Sharp, Cdr Bangor NORAD Sector, paid a brief familiarization visit to the unit. His visit included a tour of unit facilities and briefings by the CO and CTSO.
2. ADCHQ Staff visitors included S/L MJ Fitzgerald, Med/Nurs, Quebec Regional Surgeon staff; F/O AF Haggart, Command Fire Marshal; S/L JPE Desrocher, Quebec Regional Surgeon staff; Capt JHC Lavigne, Command Postal Officer; F/L GE Geary, SOPA/Recreation staff; W/C JR Low, SOSup; F/L WE Bulmer and Sgt LM Younker, SOME.
3. Numerous visits by personnel from AFHQ, AMC, and USAF agencies in conjunction with the installation and handover of radar equipment were carried out during the period.

(f) Recreation

1. Participation in unit recreational activities continued to be strong. No championship teams were produced, however, a full calendar of events has been prepared to allow all personnel to participate in the activity of their choice.
2. Hobbies and crafts are not stressed, mainly because of a lack of space. The photo hobby shop will be re-organized on the cessation of operation of the unit photo section. Leather craft and painting by numbers are popular with station personnel since no special major equipment is necessary, the work can be done in the barracks or PMQs.
3. Dependents activities are handled by the PMQ Council. These included social and sporting events scaled for the various age groups.

(g) Public Relations

1. The unit hosted the Red Cross Mobile Blood Bank in Jul for its annual visit. A total of 92 personnel donated blood.
2. In Sep, a squadron of two flights paraded in Seven Islands on the occasion of Battle of Britain Sunday. F/l HP Lepard, COpsO, laid the customary wreath at the Legion Cenotaph. This was followed by a parade to church services.
3. Remembrance Day was observed on 10 Nov. Two flights of RCAF personnel participated in the Seven Islands Legion ceremonies, which included wreath laying and parade. The CO, S/L Beaudet, took the salute on the march past.
4. The facilities of the units Rec. Centre are made available to organized groups of children from the surrounding area. The Indian children from the Maliotenam Reserve for example, have the use of the pool every Sunday morning. Many exhibition games are played by both service and dependents against local teams in practically all sporting activities.
5. Close liaison is being maintained with the local press and radio station with excellent cooperation being received in publicizing unit activities.
6. The Commanding Officer was invited to speak at the Lions Club on the subject of this talk to the Club was the College Militaire Royal de St Jean and the Canadian Service colleges generally.
7. Because of the security classification of equipment contained in the DMCC, visits to the Operations Compound of the unit have been curtailed.
8. Officers and Sr. NCOs served the customary Christmas dinner to living in airmen. 19 year old, 97373 AC1 GM Alain, son of Cpl. G Alain, Stwd, formerly of RCAF Station Moisie was selected "CO" for the occasion.

Installation of the GATR facility was completed. Document AFTO-88 was signed. Responsibility for maintenance was given to the RCAF.

The unit ceased responsibility for medical care of dependents. 20291 W/C JD Swerdfager and 19368 F/O RI Sibbert, ADCHQ, arrived on TD for FD Radar familiarization and to discuss AN/FPS-26A and AN/FPS-27A training problems.

The following AFHQ officers arrived for SAGE familiarization visit: 30182 W/C JR Austin, 16727 S/L F Campbell, 41557 S/L EA MacKay, 17937 F/L AT Carlyle and Major RA Hiron (USAF).

56137 F/O GHO Damm Tech/CE, on release from the RCAF, relinquished position of SCEO. Modification to GATR heating and air conditioning commenced.

ZD5209 Capt. JHC Lavigne, Command Postal Officer, arrived for liaison visit with station post office.

419544 F/L GE Geary ADCHQ/SOPA, arrived for Recreation Staff visit.

243955 F/O Voticky, Air/RN, promoted to the rank of F/L. Advice was received to the effect that approximately 2000 line items of FPS-27 spares were to be shipped from all depots commencing 1 Nov with a target date of 8 Nov.

Burroughs Corporation ceased maintenance of the Data Processing Equipment, AN/FST-2 at 1700 hours. Maintenance became the responsibility of the RCAF.

A squadron of two flights of RCAF personnel participated in Remembrance Day ceremonies in Seven Islands. The Commanding Officer laid a wreath at the cenotaph, and took the salute on the march past.

FPS-27 spares project, including, unpacking, checking, posting and placing in stock of 1938 line items was completed.

2002 W/C JR Low, ADCHQ/SOSup arrived for Supply Staff visit. 216213 F/L K Leavitt and 224891 F/L WJ Cormier, ADCHQ/SOAF arrived for verification of account funds.

34024 S/L W Friesen and 208381 F/O JV Kelly, AMC/SGEO representatives, 49470 F/L GS Sephton and 136477 F/O CG Maxwell, ADCHQ/SCESO representatives, and Mr CG Grdic, Western Electric Co, Ottawa, arrived for hand-over and acceptance of FST-2, Data Processing Equipment.

The final document, AFTO-87, for acceptance of the FST-2, Data Processing Equipment was signed by the CO and CTSO at a meeting held at the station. 1780 line items of major spares for FST2 turned over to RCAF by Burroughs.

T2 spares project was completed.

Modification to Teleco Air Conditioning and hot gas by-pass in the SAGE Annex commenced.

Modification to the GATR heating and air conditioning was completed.
