UNIT HISTORICAL REPORT

SUMMARY OF UNIT ACTIVITIES

(a) Operations.

In SAGE 211 AC&W Squadron is no longer an Aircraft Control and Warning unit because it is hardly even a surveillance station except in a back up role. In SAGE all operations are conducted at the sector level. The squadron has no control capability. The operation area is now in the DMCC and the responsibility rests on four Tech/Tel Officers. It was only on the last day of the year that the actual strength of officers in the DMCC was brought up to establishment but the strength of airmen had dropped below establishment at that time.

(b) Technical

  1. Telecom: The role of the Squadron is now much more a repair and maintenance one. During the year the new radars, FST2 and GATR, were broken-in and on the average the equipment performed well. It is in the Refrigeration and Mechanical section where the more numerous problems were encountered but this will be covered later because it was a CE sub-section.
  2. Supply: The Supply Section attempted to settle to the new routine but had to handle numerous or urgent demands. A change in the main store lay out was undertaken and as a result of a CHQ review a Flight Sergeant position was added to the establishment. Plans now include the relocation of this section under one roof in the old FPS-3 tower from the three buildings it now occupies.
  3. CE: The CE Section had a most successful year and by the end of FY 1964-65 will have improved the whole station through the largest budget to date.
    1. It will have undertaken the new activity of Refrigeration and Mechanical Maintenance and repair on the radar and communication equipment. If the new radars FST2 and GATR are relatively sound and well supported electronically, mechanically they brought many problems beginning on the first of the year with frozen heat exchangers followed by antenna rotation difficulties in the FPS-27 and FPS-26 and antenna calibration inaccuracy in the FPS-6. The R&M sub-section was far undermanned in number, in rank, and in experience throughout the year and even the Sgt. i/c was away on TD half the time. Yet the section was successful and was responsible for little loss of radiating time. The success is credited to the guidance of the SCEO and the team spirit of the other sections. A problem which remains is that none of the three refrigeration compressors in the FPS-27 may be used because of inadequacy in the station electrical power potential.
    2. The main CE Section had to put up with several storms with snow pushed by winds of 80, 90 and even 100 miles per hour. These storms brought on power failures which on one occasion resulted in the loss of the bubble on the old FPS-502. On another occasion the wind ripped the roof covering and some insulation from the combine mess. During the winter months however the road to town was closed only on some four days because of snow and two days at Christmas because of ice.
    3. The main improvements were the increase of the washroom facilities in BB 7; the renovations of the heating system in BB 7 and BB 3; the redecoration of each block; the exterior painting of most station buildings and some PMQs; a good application of fertilizer bringing the grass back up to excellent appearance; improvement in the heating of the schools and the steelox PMQs; a renewal of the substructure of the schools; and many other improvements of a lesser extent on more hidden value.
    4. Extensive servicing was begun on the power generating diesels but this work will not be completed during the year.

(c) Administration

(d) Organization

  1. The deletion of the photo section from the station establishment accounts for the lack of photos with this report. The Station Fund Committee has made plans however to acquire a camera to keep a pictorial record of special events.
  2. There were continued efforts and discussions in the NORAD chain of command to study the possibility of giving Moisie a GCI capability.

(e) Official Visits and Inspections

  1. On 20 May, A/C AC Hull, C of S ADCHQ conducted the AOC’s annual inspection at the same time as Commodore JATM Jette, Flag Officer Montreal Area, was paying a visit to the CO.
  2. On 15 Sep A/V/M MD Lister, AOC ADCHQ, arrived for an informal visit.
  3. ADCHQ Staff Visitors included F/L CL Gibson, F/L JG Whitaker and WO1 Sealock for CE inspection; S/L MJ Fitzgerald Med/Nur Command Medical Staff; F/L EA Golding and F/L LJ Davis for annual M&I and Administrative inspection; W/C P Poirier Command RC Chaplain; F/O AJ Frass Command Food Service Officer; WO1 Palylylyk Command Fire Marshall Officer; S/L E Miller Recreation; S/L JL Twambly SOPA; F/L DW Smith Protocal; F/L AN Hammond Supply Inspection; S/L LW Mould Command Protestant Chaplain.
  4. Numerous visits by personnel from CFHQ, AMC, and USAF agencies, in conjunction with the completion of the radar equipment, were carried out during the period.

(f) Recreation

  1. Participation in station recreational activities continued to be strong. No championship teams were produced, however, a full calendar of events had been prepared for all personnel to participate in the activity of their shoe.
  2. Hobbies and crafts are not stressed mainly because of a lack of space. Painting by numbers is popular with station personnel since no special major equipment is necessary and the work can be done in the barracks or PMQs. The Photo Hobby Shop has been reorganized and is ready for operation.
  3. Dependent activities are handled by the PMQ Council. These included social and sporting events scaled for the various age groups.
  4. This station participated in the Zone IV Softball Playoff at Station Bagotville on the 15 and 16 Aug 64. The station lost in the second round and Station Bagotville was the ultimate winner. On 16 Oct 64 the station entered a team in the Eastern North Shore Basketball League. The team is presently in first place.
  5. The Fish and Game Club was awarded the Private Association Championship Molson Trophy for catching the highest total weight of salmon of the season in the Molson Fishing Tournament. This club is very active having over 75 members and is accommodating fishermen with 4 boats each of which is equipped with an outboard motor.

(g) Public Relations

  1. F/O B Belley was appointed the PRO after his arrival.
  2. The Commanding Officer was the guest speaker at the Richelieu Clubs in Sept-Iles and Port Cartier. He was also the Guest of Honour and Speaker at the graduation ceremonies of Our Ladies High School in Sept-Iles. He attended most of the social and civic functions in Sept-Iles.
  3. A special reception was held in the Officers’ Mess for the Offices of the French Warship, Commandant Bourdais. The ship’s company was made welcome to the station and the officers of the station attended a special visit of the ship.
  4. The facilities of the units Rec. Centre are made available to organized groups of children from the surrounding area. The Indian children for the Maliotenam Reserve for example, have the use of the pool every Sunday morning. Many exhibition games are played by both service and dependents against local teams in practically all sporting activities.
  5. The local press and broadcasting station have been most co-operative and the local papers have sent their photographers to cover the important activities. At the very end of the year "Le Bastion" ran a two page feature article on Moisie. This article was reproduced in "Le Soleil" of Quebec City covering a great portion of the province.
  6. Officer and Sr. NCOs served the customary Christmas Dinner to living in airmen. 19 year old, 99026 AC1 GT Hiscock was selected "CO" for the occasion.
