Appendix "A" – Org Chart

INFORMATION

1. The development of the Air Defence System in Canada requires the activation of numbers of radar stations across Canada, in accordance with the 1953-54 Programme of Activities a permanent radar station will be installed at Moisie, PQ. These radar stations are categorized as EW and GCI sites and they will be designated as Aircraft Warning Squadrons and Aircraft Control and Warning Squadrons respectively.

2. The development and subsequent activation of this radar station requires constant liaison between representatives of ADCHQ and AMCHQ. The progress on construction and installation of equipment is subject to conditions beyond the control of the RCAF. Therefore, the effective date shown in this OrgO will be amended from time to time in accordance with the "Limited Operations Date" as published by the Pinetree Project Office.

INTENTION

3. To form 211 Aircraft Warning Squadron. Moisie, PQ.

EXECUTION

Effective Date

4. 211 Aircraft Warning Squadron is to form at Moisie, PQ effective 1 Oct 53. which is the date established by the Pinetree Project Office as the "Limited Operations Date" as defined by AFHQ.

5. Where differences in the "Limited Operations Date" as published by Pinetree Project Officer exceed 15 days either way from the effective date shown in para4 the effective date will be amended to conform to the Pinetree Project Report. Therefore, the Pinetree Project Report will be considered advance notice of a change in the effective date whenever a difference of 15 days either side of the effective date in para4 is reported.

6. ADC is to commence taking over from AMC effective 42 days before the effective date (Limited Operations Date) as shown in para 4. AOC ADC is to have functional and administrative control for the 42 day period before the Limited Operations Date.

Control

7. The control of 211 Aircraft Warning Squadron is to be exercised by AOC ADC.

8. Operational control of 211 Aircraft Warning Squadron is to be exercised by AOC ADC through Sector Commander, 2 ADCC, Chatham, NB.

Command

9. The officer appointed to command 211 Aircraft Warning Squadron, Moisie, PQ is to be the Commanding Officer as defined by QR(Air) art 1.02 (xxi)(a)(i).

Role

10. To provide control facilities for fighter squadrons of ADC as directed by the Sector Commander.

11. In the conduct of this role 211 Aircraft Warning Squadron is to:-

  1. Collect, evaluate and display information on the air situation within its areas of responsibility for use by military agencies and Civil Defence authorities and
  2. Provide early warning services within the area of surveillance of its radar.

Establishment

12. Establishment 120 DJ 277 is to become effective.

Advance Party – Authorizatin of Positions

13. OrgO 1020 dated 16 Jan 53 provides that the establishment for 211 Aircraft Warning Squadron shall be issued to cover the AMC Detachment, however, the portion of the establishment to be in effect is only that portion required to provide essential maintenance, operation of services, and security at the site. Therefore, to enable the advance party of ADC to function efficiently such positions and personnel at RCAF Aircraft Warning Detachment Moisie, PQ, will be transferred to ADC upon the handover of this site which is to commence 42 days prior to 1 Oct 53. Effective 1 Oct 53 the full establishment will be in effect.

Personnel

14. The transfer and/or posting of personnel is to be arranged by AFHQ and ADCHQ.

Supply

15. The provision of material is to be arranged by AOC AMC and AOC ADC in accordance with CAP 16 Vol. 1.

Accounting

16. This Aircraft Warning Squadron is to be self-accounting for pay and materiel.

17. Expenditures are to be charged to Vote 600.

18. Treasury services are to be provided for:

  1. Civilian pay
