Electronic Survey of Sites

Ste Marie and McCarthy

  1. Your CHQ is to make the necessary arrangements for the raising of a contract demand for the electronic survey of sites in the Ste Marie and McCarthy areas. These surveys are required to determine the suitability of the selected locations as GCI/EW radar units. The exact locations of the sites to be surveyed will be provided at a later date. The surveys are to be conducted in accordance with RCAF Specification RAD 72-1
  2. A preliminary survey of these two areas was made by the Federal Electric Manufacturing Co., Ltd. Under CD WB 7178 in late 1949 but completion of the electric and physical surveys was deferred pending revision of Plan "F". The report covering the preliminary surveys submitted by the FEM Company indicated a number of possible alternative sites in the two areas and arrangements will be made with D/AMTS/CE to conduct a physical survey of these alternative locations to aid in the final selection of a site in each area to be electronically surveyed.
  3. The approximate cost of these surveys is not to exceed $15,000.00 (Canadian funds) per site or a total of $30,000.00. Funds are available in Vote 600 Primary 60 Project 04(A).
  4. C/Tel/DEA is the coordinating agency for these surveys (Telecommunications Project Number 99)
  5. In negotiating this contract the name of Federal Electronic Manufacturing Co. Ltd., is submitted as they have carried out satisfactory survey of the type required in the past and also have on loan from the RCAF an AN/TPS1B search radar required to conduct this type of survey.
  6. Arrangements for authority to go on the lands involved from the owners thereof will be coordinated by D/AMTS/CE as will the physical surveys which will be conducted prior to the electronic surveys.
  7. These surveys are to commence after the completion of the surveys in the Chatham, Pembroke and Lac St. Jean areas in connection with CD 502631 and CD 502632. However, it is the intention that the survey of the Ste Marie and McCarthy sites are to be completed, if possible by January 1951.
