(see the matrix at the end of this report)

In April 1961, the Administrative and Personnel Sections were inspected by the Inspector General Team from 30th Air Division (SAGE). The team reported Officer Records Maintenance as outstanding and Airman Records Maintenance as excellent. The Administrative Section was rated as outstanding. These ratings were achieved through many extra hours of work on the records in the weeks preceding the inspection.

On 2 May 1961, our Officer and Airman Unit Personnel Records, Leave Records, etc. were transferred to the ADC Consolidated Base Personnel Office, 56th Fighter Wing, KI Sawyer AFB, Michigan. The responsibility for preparation of the Morning Report was also transferred to this organization on 2 May 1961. This transfer of responsibility resulted in the transfer of one (1) 73230 position from our UMD to the UMD of the 56th Fighter Wing (ADC), and consequently A/2C Lohoefener was reassigned in May to the 56th Fighter Wing.

T/Sgt. Barton reported to this unit in June and assumed the position of NCOIC of Personnel. Sergeant Barton was formerly NCOIC of Officer Overseas/ZI Assignments Branch at 30th ADIV (Sage).

During June eighteen (18) persons on OJT were administered Specialty Knowledge Tests and all but one (1) passed. Making this unit the most successful testing month so far this year.

During the month of April the Staging Area was screened and arranged in accordance with AFM-181-5.

April through June a records management review was conducted and a Squadron review of publications was conducted. These activities have been completed with satisfactory results. A review of RCS reports and RCS reporting was conducted, this function has nearly reached the point of perfection.

Under this new procedure the time lag normally noticed in overlap and forward tell, has been eliminated. COIN is presently operated on a 24 hour basis.

Due to joint operational procedure USAF/RCAF, training has been a difficult task at this level. During a rotation of personnel this section received eleven three (3) level airmen, many in excessive OJT, the problem of the best training method was discussed and the final decision was to set up a formal classroom type of training with a seven (7) level Sergeant as an instructor. All three (3) level personnel were placed on a straight day status to attend classes. Classes commenced on 1 May 1961, and continued until 5 June 1961, when the personnel in the class were tested in the AFSC 27250A.

A complete classified inventory was conducted with excellent results. The inventory was made in preparation for an account change for Major Voight to Captain Michael. The change is due to Major Voight’s rotating back to the ZI.

A major change was made in the operations section, the movements identification section was moved from the dias to the floor. This facilitated the M&I Section with a clear unobstructed view of the Air Surveillance picture. The new M&I section also includes an 0A-99 console for use in quality control.
