    COMMENTARY

    Personnel and Administrative Branch:

    Key personnel gains and losses – (a) Major Frederick W Fieder, Commander, was reassigned on 15 Jan 69. His replacement was Major James J Kelly. (b) Captain Ben R Blair Jr., Personnel and Administrative Officer, was reassigned on 22 Jan 69. His replacement has not arrived. (c) Captain James W Mock III, Ground Electronics Officer, was reassigned on 22 Jan 69. His replacement was 1st Lt. Charles W Wornom.

    Promotions – Demotions – To Sgt: Roger W Hanham, 1 Feb 69; Ronald L Shank, 1 Feb 69; George C Vathis, 1 Feb 69.

    Awards and Decorations – (a) Major James J Kelly was awarded the Air Force Commendation Medal. (b) SM/Sgt. Jack R Reynolds was awarded the ADC Zero Defects Key Chain and Certificate.

    Miscellaneous – Colonel Darby visited for the first time under the new commander to present the commendation medal to Major Kelly and to inspect the new composite building. Civilian Commanders Call was instituted in March for the first time.

    Communications and Electronics Branch:

    CEM Section – During this reporting period, the CEM Section saw a change in command. Captain Mock left in early February for Frankfurt, Germany and 1st Lt. Charles W Wornom arrived from the 682nd Radar Squadron at Almaden AFS, California. Sgt. Hart received word that his new assignments will be 21st Air Force at McGuire AFB, NJ.

    MCC Section – During this reporting period S/Sgt. Burton left for Homestead AFB, Florida. S/Sgt. John H Hegemann arrived from Antigo, Wisconsin. The MCC Section also received A/1C Guy A Colaneri from the Radar Maintenance Section. Airman Coloneri was selected as the 924th AC&W Squadron Airman of the Month for the month of January. Airman Colaneri was also honored by being chosen as 37th Air Division Airman of the Month for January. SM/Sgt. Banta took a 30 day leave during this quarter.

    Radar Maintenance – M/Sgt. Johnson replaced T/Sgt. Hanus as Work Center Supervisor in January. SM/Sgt. Neighbours was assigned as Work Center Supervisor on 14 Mar 69 with M/Sgt Johnson taking over the maintenance Quality Control job. PCS departures included T/Sgt. Hanus, Sgt. Ross and Sgt. Vogt who all did an outstanding job throughout their tour here. PCS arrivals included M/Sgt. Johnson, SM/Sgt. Neighbours, S/Sgt. Jenks, S/Sgt. Millard, S/Sgt. Purdy, Sgt. Leake and Sgt. Reaves. Our present strength is one SM/Sgt. (30390), five S/Sgt. (three 30372 and two 30352), three Sgt. (30352), and four A/1C (two 30352 and two 30332). Of the four people in up-grade training the two 30332’s have been administered their SKT and the two 30352’s are in the early stage of their training to the 7 level. While our present strength is 13, we will loose two men within a week due to PCS departures. A/1C Perry was selected as 37th Air Division Airman of the Month for the month of December 1968. The power supply, PP-3200/UPX-14, for channel B was inoperative for maintenance and parts from 28 Fen through 21 Mar. The AN/FPS-93A, HV power supply, PP1409, for channel B was inoperative for maintenance and parts from 3 Mar through 18 Mar, and was finally returned to service by the temporary removal of modification 31P6-2FPS20-616 and reinstallation of 6303 type HV rectifier tubes. Capacitor C1304 failed in this same power supply on 27 Mar and we are still "LNORS" for this part.

    Radio Maintenance – During the quarter ending 31 March 1969, Radio Maintenance had a personnel loss, one serious equipment problem and a Staff Assistance Visit. An outstanding person was lost to separation when Sgt. George C Vathis, was processed for discharge. We suffered the loss of our central mobile communications for two weeks in March due to a malfunction of the antiquated equipment. A new central base station has been ordered. Until our request is affirmed or denied, we shall hopefully push on with our presently obsolete gear. Official confirmation came of the projected gain of one S/Sgt. and one M/Sgt., both have April reporting dates. Radio Maintenance glided through a surprise Staff Assistance Visit from 37th Air Division. We are proud to chalk up another perfect score. A/1C Danny L Hanson received orders and a flight date. Airman Hanson is leaving PCS to McCoy AFB, Florida on April 21, 1969. A/1C McDowell also received confirmation of orders to Warner-Robbins AFB, Georgia.

    Wire/Teletype Maintenance – Wire Maintenance had no new men or any losses for the first quarter. Sgt. McFarland was gone TDY to Stephenville AS the month of March, and is due to return the eighth of April. The new Composite Building, which replaces the old Lower Camp, was equipped with five telephones. Cables were run to accommodate the installation of the Composite Building communications. The telephones at the Lower Camp were removed. A cable was run to the new Composite Building to carry AFRTS music and news to the people stationed there. During this quarter nine new telephones were installed, and eleven phones were removed. A new BSSC was set up, and we equipped them with the necessary communications that they requested. The GTA-4 power supply was repaired after a short outage. Parts are on order to restore it to the original factory condition. New numbers were installed in many ten line units to accommodate the needs of BSSC and Operations.

    Teletype Maintenance has had trouble with only one machine. This machine is in the AFRTS studio and we are awaiting parts to correct this problem.

    Communications Center – T/Sgt. Minor assumed duties as NCOIC Communications Operations on 29 Jan 69. His predecessor, T/Sgt. Couture departed three weeks before his arrival, but S/Sgt. Gorham was performing duties as NCOIC upon his arrival. There were, and still are, numerous functions to bring up to date within the facility, but we are maintaining a steady pace to achieve a streamlined operation. The Communication Center has been inspected twice by the crypto security officer and once by the Commander. We received a satisfactory rating all three times. Our greatest problem is manpower. S/Sgt. Martinez arrived 19 Mar 69 to bring us up to prescribed strength. However, Sgt. Collins departed 29 Mar 69 PCS and S/Sgt. Corham departed 29 Mar on leave. We are operating with two men short now and each man is working seven days a week. One man, A/1C Kernard, is assigned to the manning document, but is working in Supply until further notice. We are losing A/1C Armbruster in June and there are no projected gains. It has been brought to the attention of those who are responsible for manning, and we sincerely hope the matter can be taken care of immediately. In spite of the situation, this station received personal commendations from the Commander 37th Air Division for outstanding efforts in assisting the 37th AD Communications Center in achieving First Air Force AUTODIN Station of the Month for the fifth time in six months and lead of 10 other 1AF AUTODIN Stations for the Station of the Year award. Commendations also came from the First Air Force Directorate of Communications and the 37th AD Director of Operations on this honor. Sgt. Collins has been submitted for a Zero Defects Award. A/1C Armbruster was selected as Squadron Airman of the Month for the month of February. We are preparing for an IG inspection in April.

    Training and Quality Control – Due to changes to AFM 66-1, T/Sgt. Gillaspy, attended a training conference at 37th Air Division from 9 Mar to 15 Mar. M/Sgt. Johnson was assigned as QC Inspector and S/Sgt. Dykema returned to Radar Maintenance. The following QC inspections were completed during this quarter: Radome Area, 10 Mar 69; GPA-30, 4 Feb 69; GLH-501, 3 Mar 69; Radio Aux. 3 Mar 69; Activity Inspection Work Center G650F, 14 Mar 69.

    Supply and Services Branch:

    Personnel losses and gains for this reporting period.

    The total number of aircraft processed by Supply during this period was: 19 DC-3 flights and 6 DC-4 flights. The total incoming cargo including mail was 114,630 pounds and 132 passengers. The total outgoing cargo including mail was 25,482 pounds and 132 passengers.

    The Base Exchange had sales totalling $8,208.86 for this reporting period. At the present time sales are below the previous year. Monthly sales were as follows:

    The Material Control Section processed fifteen (15) NORS conditions during this period.

    In summarizing, Supply, Food Services and the POL Sections have received ample supplies of items required to maintain the site during this period. At present, there are no problems anticipated.

    Medical Services Branch:

    There were a total of 65 patients seen during this reporting period. Sixteen patients were referred to Goose AB Hospital for further evaluation and treatment. Saglek AS lost one referral patient, Sgt. Henry Golson, AF 14945558, to Westover AFB Hospital Patient Squadron Section. The reason was the time of hospitalization was in excess of 90 days. Four hours of "First Aid Buddy Care" was given to newly assigned personnel. Gains in personnel for this period: Fred O Anderson, S/Sgt., AF 53106628, AFSC 90270. Loses for this period: Lawrence W Rutt, T/Sgt., AF 16349740, AFSC 90270.

    Operations Branch:

    The 924th Operations Section participated in four live and six simulated exercises during this quarter. Unit personnel received valuable training in these missions primarily because of extensive amount of live ECM.

    Three NCO’s and one airman departed PCS. Newly gained personnel were one NCO PCS, two NCO’s and two airmen TDY from Tyndall. (TDY is for a 90 day period).

    Operations continues to suffer a loss of experienced personnel. The training section under T/Sgt. Rhoade’s guidance continues to place a strong emphasis on both up-grade and proficiency training. At the end of this quarter, operations has only one man in training status.

    Civil Engineering Branch:

    Personnel Changes – (see the matrix at the end of this section)

    The site experienced a cable failure on 12 Mar 69, between the Main Site and BMEWS. The power failure was corrected in six days.

    Final acceptance for the Composite Facility and Heated Auto Storage Building was made on 11 February 1969.

    A breakdown in both snow blowers resulted in having to clear the runway with dozers. This operation took six days.

    No fire incidents occurred during the past quarter.

    No reportable accidents occurred last quarter.

    Information Branch:

    AFRTS – S/Sgt. Lance J Tlustos and Sgt. Earl E Murton were assigned during this period. Numerous off-duty hours in addition to the normal sixteen hour duty day have contributed to make this AFRTS facility an example of timely and pleasing programming. Gains in the areas of production, administration, and station management can be considered phenomenal.

    Recently, it was discovered that the recommendations for replacing our defective and obsolete equipment made by Mr. Kreis from Sacramento, California AFRTS Depot in 1968, were never acted upon. We are now proceeding to rectify this situation. We fear if replacements aren’t forthcoming in the near future, we will be off the air permanently.

    IO – The Information Office is being run by S/Sgt. Lance J Tlustos. Photographic work is conducted by Sgt. Earl E Murton. This IO has met all reporting and information requirements with punctuality and effectiveness. Letters to the families of newly arrived persons, newly promoted individuals, and recipients of awards have been installed in our program.
