Historical Summary

INTRODUCTION

The Unit is charged with the responsibility to operate and maintain a complex of long range radars capable of functioning in Sage Mode I, Manual Mode III, or Mode IV environment. The unit is a NORAD Surveillance Site and has as its prime function the continuous semi-automatic reporting of Search, SIF, and Height information to the Direction Center at Duluth NORAD Sector Headquarters.

MAJOR FUNCTIONS OF THE UNIT

(1) Activities for 1965 were routine for the most part. Maintenance procedures were altered and new facilities were added for Recreation.

(2) Operations The major change was the implementation of Operation Crew Check. This Operation was involved with the concept of Single Shift Maintenance procedure, and proved to be successful. Single Shift Maintenance was adopted, with resulting new Establishments.

Fighter Control Operators were trained to operate their equipment in an ECM environment, and proved capable when involved in the numerous Exercises in the Sector. Exercises ranged from NORAD to Sector, in Modes I and III. The Electronic Warfare Unit provided good ECM for the Operations Staff training.

(3) Training Training was given at the Unit by the EWU on ECM/ECCM. All Tower personnel attended the lectures. On-Job Training was given to Operations personnel on ECCM for specific radars on the Unit, with EWU CF-100 and CF-119 aircraft being used for training of ECCM positions.

Routine Temporary Duty afforded training to personnel on most subjects which could not be covered adequately by OJT. Almost all Station Sections sent people to courses in ADC or NORAD agencies.

At Unit level, lectures and a demonstration were given by the Fire Chief on fire-fighting equipment and procedures. Fire drills were given. Films were presented often on Driving Safety.

The Search and Rescue Team conducted several search exercises. The Station Recall Plan was implemented, with practice Security Alerts.

(4) Technical Minor modifications were the only changes in the equipment in the Radar section. For much of the time, investigations were made as to the possibility of improving existing equipment (predominantly ECCM). Most features were improved to a considerable extent, resulting in improved data to the Direction Center.

A new PABX was installed in the DMCC area, making it possible to utilize FCOs for desk and PABX duties in the event of urgent manning requirements for radars.

On the CE side, the interior of the Supply building was re-organized to promote efficiency and an addition was made to the CE Section. A new washroom and an officer for the CGEO were constructed in the Tower.

A gas station was built at the old Guardhouse site on the Tower hill.

(5) Administration In October the Commanding Officer W/C WC Kent, retired, and was replaced by W/C DJ Bullock.

New incumbents took over the positions of CGEO, STelOO, SAO, SCOO, and SCEO.

A bus run was established into the town of Sioux Lookout for all shifts.

(6) Organization No changes took place.

(7) Officials Visits and Inspections The NORAD Inspection was attended by A/C Weiser, D/CMDR 30th NORAD Region, and Col. Dowling, CMDR Duns.

The CADIN team arrived with Canadian and US personnel.

Staff visits were carried out by SCESO, SOCE, SOSUP, SOPA, SOSEC, SOMSE, SORA, SPSO, CRECO, SOSM, SOGT, SOAF, SOAPC, SOCP, and the Command Messing Officer.

(8) Recreation The only addition to recreational facilities was a Hobby Shop, opened in March. This shop was equipped with lathes, drill presses, power saws, and hand tools. The curling club supplied most of the recreation for station personnel. Twice a week, the gym of the high school in Sioux Lookout was rented for use by RCAF personnel. In addition, the gym of the Indian School was used for the frequent Inter-Mess competitions. For Inter-Mess Broomball, the skating rink in Sioux Lookout was made available. Recreational bus runs were made to town twice a week for use by living-in personnel. During summer months, most of the recreation is private, centering on fishing.

(9) Public Relations For the most part Public Relations consisted of News Releases concerning promotions of personnel and presentation of CDs. RCAF personnel took part in parades in town. Tours were made available to civilians.

The relationship between the Town of Sioux Lookout and the RCAF Station remains very friendly.
