Command Section:

No Dining-In was held due to the thirty (30) day mourning period for the late President John F Kennedy.

An Outstanding Unit Award was presented to A/1C Paul J Ortega.

1^st Lt. Henry P Egan Jr. was assigned PCS to this unit as Administrative and Personnel Officer.

Two (2) airmen departed this station and two (2) were gained. The section is short a qualified personnel Clerk. A 70250 is being used to fill this position.

Operations Section:

This section participated in four (4) live missions and twenty-three (23) simulated missions.

Captain Herbert A Keenan assumed the duties of Operations Training Officer vice 1^st Lt. Frederick G Bossert. Training for crew personnel was conducted in the following areas: Academic training, Intercept Control Tech (ICT) classes, and training on the 15-J-1C.

Captain Webster was assigned to the section as a weapons director and placed in training status. Captain Webster assumed the duties of Operations Officer vice Captain Alan J Altznauer.

2^nd Lt. Carol A Glidewell was assigned to this section as a weapons director and placed in training status.

This section has gained two (2) officers and four (4) enlisted men and lost three (3) officers and four (4) enlisted men. This section is up to strength in officers and is short two (2) enlisted men.

Base Engineer Activities:

The Civil Engineering activities for this quarter have resulted in the completion of two projects. An Officers dining hall was constructed in part of the orderly room. Florescent lights were installed in all corridors, the heating plant, and the power plant by the Harmon AFB Mobile Maintenance Team.

Fire Department – Normal fire prevention was accomplished during this quarter. Inspections were held by visiting fire chiefs and no major discrepancies were noted. The training of the fire fighting teams has progressed satisfactorily.

Transportation – Normal vehicle maintenance was accomplished during this quarter. Total miles for the quarter was 12,771; gas consumed was 1,975 gallons; average miles per gallon was 6.5 miles. The only problem area is with the D-8 Dozer. One dozer was out of commission for the entire reporting period, but is now in the process of being repaired, as spare parts are arriving slowly.

Contract airlift has been accomplished by Laurentian Airlines from Ottawa, with an otter aircraft JFH. The weather in the reporting period was very stormy and we have had to call in DC-3 aircraft from EPA and commercial trucking. During the quarter the following quantities were flown by air:

In addition, one bus transported 16 passengers to Harmon AFB and returned with 4,000 pounds of cargo. Two commercial trucks transported 16,000 pounds of cargo from Harmon AFB to this station.

Communications and Electronics:

General – In addition to normal maintenance and operational activities, the following special projects and activities were initiated and/or completed from 1 October to 31 December 1963.

During October, T/Sgt. James Kirkland and S/Sgt. Dennis Wilkins spent two (2) weeks at Goose AB attending indoctrination courses in AFM 66-1 program. In October, the installation team from the 2861^st GEEIA Squadron arrived to install the AN/FPS-90 and the AN/FPS-20 radar sets.

During November, the GEEIA Team departed due to lack of items required for the AN/FPS-90. The radome for the FPS-90 was installed and accepted with modifications. Their ETA is 15 January 1964.

During December, the CMC PME Team calibrated test equipment and 13 pieces were sent to depot for further work. The team’s performance was satisfactory.

Radar Maintenance:

During this quarter, the manning for radar was very low causing delay in certain areas of training and improvement. Due to manning shortages, this section was taken off KP on approximately 15 November and was returned to KP approximately 23 December.

Radio Maintenance – During this quarter, manning for radio was also low and it was taken off KP on approximately 15 November. Approximately 6 non-tactical vehicle radios were sent to the CMC maintenance depot at Harmon AFB for major maintenance and were returned. Planning was begun to move the transmitter site to within the station proper approximately June 1964.

Wire Maintenance – The dock side cable scheme was installed and accepted in October. A private CNT telephone was installed in the NCO Club and a CNT pay telephone was installed in the snack bar. No liability exists to the Air Force for either telephone..

Communications Center:

Due to manning problems, the Comm Center was removed from KP approximately 15 November and returned to KP on 23 December. Crypto center operations also improved. Teletype circuit CHA 576 was re-routed on 22 December and is now acceptable for normal operation.

Personnel – Overall CEM manning was very poor as of 23 December, but showed some improvement after that. Manning on 31 December was 69% (39 authorized, 27 assigned). The following personnel changes in the CEM Section are recorded.

Supply:

A POL NCO was assigned in December. Supply section is now fully manned. Gap-Pine resupply was completed. The major portion of the work was spent ordering Ric-Wil line replacements, inventorying and relocating office supplies and establishing procedures for cleaning and repairing office machines.
