1. FUNCTION & ORGANIZATION

  1. Function – The role of CFS Sydney is:
    1. Collection, discrimination and transmission to a designate SAGE Centre, radar data appearing within area of coverage;
    2. Provision of support services for 204 University Squadron St. Francis Xavier College and Det 14 CFRC, both located in Sydney, NS; also, administrative support for Communication Detachment located at CFS Sydney; and,
    3. Provision of and responsible for CE services for militia buildings in North Sydney, Glace Bay and Victoria Park, previously maintained by Det 6 Works Coy.
  2. Organization – The basic organization of the Station has remained virtually the same, that is, a Commanding Officer with the following five Branch Heads reporting directly to him: - Personnel Administrative Officer (PAdO); Chief Ground Environment Officer (CGEO); Senior Accountant Officer (SAO); Station Logistics Officer (SLogO); and Station Construction Engineering Officer (SCEO). The SLogO is also the Base Transportation Officer (BTNO). Effective 1 Jan 67 the Communications Centre Station Sydney was redesignated Sydney Detachment, 726 Communications Squadron, Halifax, under command of the Canadian Forces Communication System (CFCS), Ottawa. 221 Radar Squadron, Sydney, was redesignated CFS Sydney effective Aug 67 and unit was assigned support responsibility for Victoria Park, Kelly Beach, and Glace Bay Militia Buildings. Direction was received from ADC North Bay in Oct 67 for all CFS to organize transportation and movements functions under the SLogO. CFS Sydney finalized plans in Dec 67 to effect this change to physically take place in early Jan 68. Transfer of public records responsibility from SAO to SLogO took place in Sep 67. Transfer of ration accounting responsibility from Accounts to PAdO/Station Orderly Room was effected in Nov 67.

2. OPERATIONS – TRAINING – PROJECTS

  1. Operations – This unit took part in all major live exercises scheduled by Northern NORAD Region, also NORAD evaluation exercises held in April and May. An EDP test was conducted in January by EDP test team. Unit was rated satisfactory. On 27 Apr an ESF exercise was conducted to action SE Flight Commanders and guards. On 4 May ESF exercised with GE NNR evaluation exercise. An ESF exercise against a civilian demonstration was held on 13 Sep coincident with simulated input exercise Famous Brave 4. A vulnerability test exercising ESF was conducted on 18 Oct. The Station Search and Rescue Team participated in at least four missions during the year.
  2. Training – during the year the Unit’s FPS-27 School conducted five (six-week) radar courses, three courses on Transmitters, two courses on Receivers; also two (three-week) supervisors courses. Trade Advancement Programmes continued throughout the year. Lectures and films on vehicle safety, security, and fire prevention were presented periodically during the year. The Unit participated in 39 hours of live EMC training with 17 ADTechs taking part for a total of 197½ man hours. Station facilities were used for conducting RCAC Flying Scholarship lectures for Cape Breton RCAC Squadrons.
  3. Projects – F/L Hunter ADCHQ (Rear) and F/L Hemstead MATCOM and Mr. D Hopper, CFHQ, visited the Unit on 23 – 24 May for purpose of taking air filtration tests and discussing modifications to FST-2 air filtering. On 27 Jul, Col EA Ballantyne, 1 RCEO, visited to inspect Militia units for maintenance standards and study a project for the destruction of two old wartime concrete structures on Highway 28. WO1 Casselman, DMPC4-3 CFHQ, arrived on 21 Sep to conduct a job analysis survey of AdmClks, FinClks, and MedA trades at the Unit.

3. CEREMONIAL OCCASIONS – HONOURS AND AWARDS

  1. Ceremonies and Visits – On 8 Mar the CO and 31 men attended an interfaith religious service at Sydney Academy in remembrance of Governor General Vanier. The first of two performances in the area of the Military Centennial Tattoo was held in the Glace Bay Miners Forum on 10 Apr. W/C RW Wright, CO, acted as CDS representative as senior military regular officer in Cape Breton. On May 19 the CO, CAdO, and SLogO attended 562 Squadron North Sydney to review ceremonial parade. Cdr Heckman, Captain HNMS Van Galen, paid a complimentary call on the CO on 30 May. F/L Peters, CAdO, attended the Captain’s Luncheon as the CO’s representative. F/Ls Peters, Rogers, Black, Monaghan, with wives, attended an evening reception aboard the Van Galen. Armed Forces Day on 10 Jun was attended by 341 outside spectators. Displays were centered in the Rec. Centre. MSE, MIR, Chapels, and Fire Hall were open for inspection and tours were conducted through areas of the Radar environment. Active displays included flypast by Tracker aircraft and demonstration by Navy helicopters from Shearwater, marching display by Sydney Sea Cadet Corps, Army tactics and display by 2nd Bat NSHR(M) and 6 Med Coy (M), marching band from 562 Squadron RCAC, a naval cadet drill demonstration and an air cadet precision drill demonstration. The successful AFD activities commenced at 1300 hours and terminated at 1800 hours. On 20 Jun the Golden Centennaires Aerobatic Team arrived. A press/public relations reception was held in the Officer’s Mess to enable key citizens to meet the team’s members. The Centennaires performed a limited show on 22 Jun but aircraft were recalled due to weather conditions.

590 RCAC Mira Road Squadron attended a Station tour consisting of a morning of sports in the Rec. Centre – volleyball and swimming, ate dinner in the Airmen’s Mess then toured the Ground Environment. 55 Cadets attended.

S/L Hubbard and F/L Gauthier arrived 1900 hours to give a briefing on Golden Centennaires performance at Glace Bay on 21 Jul 67. Meeting was held in the Officers Mess attended by CO, CAdO, SAO, Centennial Committee Chairman, Sandy Reeves, Centennial Committee Programme Chairman, Peter McCarthy, 103 Cabot Wing RCAFA Members, Joseph Hureau, Norman McPhee, Harry Reid, Percy McMullin, William Sampson, W D’Orsay and John NacNeil and programme for the RCAFA Sponsorship was presented.

CAdO, F/L Peters resumed duties on return from annual leave. Golden Centennaires team departed. Unit advised of Gov. General Vanier’s death on 6 March, flags lowered half mast.

Unit advised to observe service mourning until 1200 hours 13 Mar. Marcom Centennial Rep. S/L Madill and Maj. Halliwell visited unit to conduct Centennial Programming.

8 Mar 67

Unit advised that servicemen and civil servants may observe a one half day off to attend ceremonies in remembrance of the Governor General. CO and 31 men attended an interfaith religious service at Sydney Academy.

13 Mar 67

Station Sydney’s first Winter Carnival was commenced this date with intermess servicemen and ladies taking part. Competitions being held are in swooshing, snowshoeing, toboggan pull, tug-o-war, broomball, curling, volleyball, badminton, bowling, rifle shooting, curling and darts. Snowstorm struck unit that continued through to 14 Mar plugging access road to the Unit. Roads were cleared on 14 Mar.

S/L JE Norenius and F/L D Palmer, ADC Management Team arrived 1945 hours on visit to unit for discussions with CO on management returns and to give briefing on ADC management requirements.

18 Mar 67

Snowstorm commencing late evening of 17 Mar completely paralysed all road traffic in the area. Unit blocked until back road access was cleared at 1930 hours, all MSE section operating. Canadair Variety Show group arrived at the Airport 1530 hours but could not be brought on the Unit until 2045 hrs. The Winter Carnival was decided by judging of the snow sculptures by the Messes and the results added to the point score for the week’s competitions. Off/Sgts Mess tied Admin/Ops Cpls/Airmen Club team in sports competition but judging of the snow sculptures decided Sgt/Off Mess as the winners of the 1967 Carnival. A show and dance were held in the Recreation Centre attended by all personnel who could walk to the Unit function. The various Messes had elected a carnival princess, Mrs. Peters, Mrs. Ferguson, and Miss Richards, to represent them during the Carnival. The Princess of the Off/Sgts Mess, Mrs. C Peters, was crowned Queen of the Carnival. Canadair Variety Show group presented a tremendous variety show following presentation of prizes for carnival competitions which was thoroughly enjoyed by all attending. The Variety Show Band then played for the dance which followed the show.

Variety Show group left Unit for return to Cartierville via service aircraft at 1130 hours. Protestant Chapel services were held at Station Theatre, necessitated by failure of heating components in the Chapels. RC Services were cancelled.

23 Mar 67

A drowning occurred in the Unit swimming pool approximately 1615 hours. three children crawled under a door into the pool which was locked and not lifeguarded or supervised. Master K MacDonald, dependent son of Sgt. WP MacDonald was the victim.

W/C Wright, CO, returned at 2010 hours from TD to Commanders Conference, North Bay. F/L JP Bastien O/C Advance Party Tattoo arrived in Sydney at 2015 hours and visited Unit 2215 hours. met by CAdO.

F/L Bastien, Tattoo Advance Party, and three Sr. NCOs visited Unit on finalization of Unit arrangements for Tattoo 10-11 Apr. F/L Degruchy departed Unit on leave to be followed by Staff School Course. Farewell was held for F/L and Mrs. Degruchy in Officers’ Mess.

F/L Hunter, F/L Hamstead, and Mr. Hopper, ADCHQ SOCE Staff, arrived to conduct an air sample test at this unit. A 15-man group of Unit personnel commenced upon a 100-mile walk as one of this Unit’s Centennial Projects. Walkers will proceed via route 5 from Canso Causeway to Sydney, camping overnight enroute. A support party of five attended driving escort vehicles and preparing campsites and meals. Walkers proceeded to within 6 miles of Baddeck.

PO Dunham, Mr. Teepell, Reg Surg Disinfestation team arrived to conduct cockroach disinfestations of the Unit. Centennial Walkers passed the 51 mile mark at 0930 hours this date. Two walkers have blisters and were forced to give up.

A CHS52, Sea King Helicopter from HS50 Squadron Shearwater arrived at 1040 hours for AFD static and active demonstrations manned by S/Lt Grant Smith, S/Lt C Dolley, LSRN R MacKinnon, LS Bryan, PO1 Serafinchin and LS Crossman. 1967 Armed Forces Day – Sydney was held at this Unit. Naval participation was provided from VS880 Squadron by a flypast of Tracker Aircraft, HS50 Squadron by provision of a CHS52 Sea King Helicopter, Sydney Sear Cadet Corps by provision of a static and active marching display, Army display was given by 2nd Bat NSHR(M) by provision of static weapons display and an active tactics display and an active field medical Unit and static equipment display by 6 Med Coy (M). Outside Air Force displays were provided by 562 Squadron RCAC by provision of a marching band, and 45 Squadron RCAC by provision of a precision drill squad. A closed house day was held, admission by invitation to maintain control. 750 invitations were sent. 341 outside spectators attended. Activities commenced at 1300 hours, opening static displays for viewing. Displays were centred in the Rec. Centre; MSE, MIR, Chapels and Fire Hall were open for inspection and tours were conducted through areas of the Radar Environment. 231 people toured the radar area. Active displays were scheduled to be held in the ball field area and commenced at 1420 hours and terminated at 1610 hours. The static display program was a flypast of four trackers in various formations at varying speeds, a naval cadet drill demonstration, an air cadet band demonstration, an air cadet precision drill demonstration, an army tactics demonstration culminated with a medical field evacuation of a casualty who was air evacuated by navy helicopter, terminated by an air demonstration by the naval helicopter. AFD was terminated at 1800 hours. Captain C Vance and Lt. G Messer of the Armed Forces Mobile Static Display team arrived. Team of 26 personnel will be quartered here for the period of their stay in Cape Breton.

F/O Donovan, Atlantic SIU, arrived to conduct a security clearance on an officer. Sydney JCofC and JCettes attended the Unit on a PR visit at CO’s invitation Dinner for 15 JCs was held in the Officers’ Mess followed by a tour of the GE terminated by a meeting held in the Officers’ Mess.

The Golden Centennaires Aerobatic Team arrived at 1430 hours and were met by the CO and SAO plus radio and TV media. A press/public relations reception was held at the Officers’ Mess to enable key citizens to meet the members of the team. 27 guests attended the reception, plus 5 unit officers and 14 Centennaires.

Graduation ceremonies for primary students and presentation of academic awards to Queens School Students was held in the station theatre at 1330 hours. Golden Centennaires performance, scheduled for 1930 hours was advanced to 1800 hours. A limited "flat" show was presented but interrupted by aircraft recall when weather conditions deteriorated.

F/L W Meadows, SSTO, departed the unit on voluntary release from the RCAF. A 22 man slipping and berthing party for the Royal Yacht Britannia arrived to utilize facilities of R & Q for overnight stay preparatory to the yacht arriving 0930 hours 16 Jul and departing 1330 hours that date.

Scouts, cubs, guides and brownies, from the unit groups attended the Queen Mother appearance at Wentworth Park in Sydney at 1200 hours to 1300 hours.

One officer, F/L EA Moore and a thirty man flight marched in the North Sydney symbolic Centennial Day Parade held at 1830 hours in North Sydney.

20 Jul 67

A 210-man naval drill and band contingent arrived to remain at the unit for 5 days during which they will present the naval Ceremony of the Flags in the Sydney area. O/C the flag group Lt. J Williamson and O/C band CmdO J Collins. F/L KA Peters assumed command effective 0000 hours on absence of W/C Wright on TD to Kingston. WO1 Campbell, CFHQ, and WO2 Lohnes, 1 RCEO, visited to inspect the Power Plant, especially the generators in the plant.
