Information

The RCAF’s Air Division which Canada is contributing to the Integrated Air Forces of SHAPE consists of 12 Fighter Squadrons to be organized into 4 Wings. The first of these Wings, 1 FW, now located at North Luffenham in the UK will be transferred ultimately to the Continent. The stage has now been reached to proceed with the formation of the second Fighter Wing. This Wing, to be known as 2 FW RCAF will be formed on the Continent at Grostenquin in northeast France effective 1 Oct 52. In addition to its Headquarters, 2 FW RCAF will compose of 421, 416 and 430 Fighter Squadrons. These squadrons, on completion of their training in Canada will be re-located at Grostenquin, the transfer to be completed by 31 Oct 52.

With the formation of 2 Fighter Wing at Grostenquin France, the RCAF will have established the first of a number of operational and other elements which are located on the Continent as components of its Air Division.

Intention

To form 2 Fighter Wing, RCAF at Grostenquin, France.

Execution

2 Fighter Wing is to form at Grostenquin France effective 1 Oct 52. The advance party of 2 Fighter Wing as detailed by AFHQ is to proceed to Grostenquin France in accordance with arrangements made by the AOC, RCAF Air Division and AFHQ by 15 Aug 52 to prepare for the formation of the Wing. Advance party personnel will be on temporary duty until 1 Oct 52.

Functions

The functions of 2 (F) Wing are:

  1. To achieve and maintain a proper standard of operational and administrative efficiency which will ensure the successful discharge of its mission as a component of the Integrated Air Forces.
  2. (b) To carry out such operational exercises as are from time to time directed by higher authority.

The functions of 2 (F) Wing HQ are:

(a) To administer and control the units comprising 2 Fighter Wing RCAF in accordance with their respective Org Orders.

(b) To provide such logistic support to other RCAF forces on the Continent within the capacity of its resources and as may be directed by higher authority from time to time.

Command

The officer appointed to command 2 Fighter Wing is to be the "Commanding Officer" as defined by QR (Air) Art 1.02 (vii).

Control

Functional and administrative control of this Wing will be exercised by the AOC 1 RCAF Air Division.

Administrative Arrangements

Establishment

Establishment 1320 FWOS is to become effective 1 Oct 52.

Personnel

The transfer and/or posting of personnel is to be arranged by AFHQ and 1 RCAF Air Division HQ.

Special instructions will be issued by AOC 1 Air Division regarding the hiring of civilian employees.

The movement of personnel to form the advance party of 2 (F) Wing HQ is to be arranged by AFHQ.

Materiel

The provision of equipment and supplies is to be arranged by AOC 1 RCAF Air Division and AOC AMC.

30 AMB RCAF Langar UK exists for the immediate re-support of units of 1 RCAF Air Division.

Accounting

2 Fighter Wing is to be self-accounting for pay and equipment.

Expenditures are to be charged to Vote 600.

Separate instructions will be issued regarding the provision of Treasury Services (CTO DND).

Risk Allowance

For purposes of QR (Air) Art 205.30 and AFAO F5.30 this Wing HQ is not designated as a flying unit.

Accommodation and Messing

Accommodation and messing are to be as arranged by AFHQ and AOC 1 RCAF Air Division.

Medical and Chaplain services will be as arranged by AOC 1 RCAF Air Division.

Dental services will be provided for by Canadian Army HQ as arranged by AFHQ and AOC 1 RCAF Air Division.
