Information

This Org O is being re-issued to incorporate previous amendments.

Intention

To state the organization of 2 Wing Headquarters (2 Wing HQ).

Execution

Effective Date

This order shall be effective on date of publication.

Role

The role of this HQ is to:

    1. administer and control the units listed in Appendix "A";
    2. provide jet proficiency flying training facilities as directed by the AOC 1 Air Division;
    3. provide support services as detailed for the units listed in Appendix "B"; and
    4. control and operate the assigned deployment airfield at St. Hubert, Belgium; and
    5. provide administrative control of RCAF personnel assigned to 4 ATAF units as outlined in Appendix "C".

Command and Control

    1. designation of officer appointed to command 2 Wing Headquarters – Commanding Officer.
    2. control – AOC 1 Air Division, except that operational control of those forces allotted to 4 ATAF is exercised by the Commanding General 4 ATAF.

Administrative Arrangements

Accounting

    1. Self-accounting.
    2. For purposes of QR (Air), art 205.35, this Wing HQ is a designated flying unit, but only those personnel filling positions annotated in the unit establishment as requiring continuous and active engagement in flying duties shall be entitled to continuous aircrew allowance.
    3. Treasury Services as promulgated in Accounting Circular 164.

Administrative Arrangements
for
RCAF Personnel Assigned for Duty with NATO
in
Continental Europe, other than 1 Air Division

General

Administrative control of RCAF personnel assigned for duty with NATO in Continental Europe, other than 1 Air Division, was assigned to the AOC 1 Air Division on 1 Aug 63, and promulgated in Implementation Directive 99. It has been decided to promulgate this information in future in the form of an Appendix to the OrgOs of the units involved. Implementation Directive 99 was cancelled concurrently with the reissue of 1 Air Div OrgOs, 1 Sep 60.

Control

Control of all RCAF personnel referred to in the above para shall be exercised by the officer appointed to command the NATO element concerned except that administrative control shall be exercised by the AOC 1 Air Division.

All RCAF personnel shall adhere to the rules, regulations and orders laid down by the officer appointed to command the NATO element to which they are assigned.

Command

In addition to his responsibilities for 1 Air Division personnel, the AOC 1 Air Division shall exercise the authority of an AOC in respect to RCAF personnel assigned to duty at the following units:

In respect to the imposing of administrative deductions and proceedings under the code of service discipline for all RCAF personnel of S/L rank and above, the Chief Staff Officer of 1 Air Division Metz, France shall be the Commanding Officer of RCAF personnel assigned for duty at the units shown below:

The next senior officer to whom the officers designated to be Commanding Officers for RCAF personnel serving at units shown above are responsible in matters of proceedings under the code of service discipline shall be the AOC, 1 Air Division, Metz, France.

Except for the imposing of administrative deductions against personnel of the rank of S/L and above and proceedings under the code of service discipline, the following COs shall be Commanding Officers of RCAF personnel assigned for duty at units listed below:

Administrative Arrangements

Establishments

Copies of establishments for RCAF components at SHAPE, AFCE, AAFCE and 4 ATAF, and posting transfer instructions for all RCAF personnel posted/transferred for duty with NATO in Continental Europe other than 1 Air Division, shall be passed to 1 Air Division Headquarters for information.

Personnel

The transfer/posting of personnel to SHAPE, AFCE, AAFCE, 4 ATAF and other NATO elements in Continental Europe shall be arranged by AFHQ.

Administrative Support Services

Records, accounting and supply arrangements shall be as shown at Annex 1 and Annex 2 of this Appendix.
